G. Maitland, (207) 990-7434. Two (2) foam fire attack trailers equipped
for over-the-road travel when towed by Air Force fire fighting
vehicles. Trailers will be capable of providing foam to AF fire
vehicles or operating in a stand alone capacity. Operator/Maintenance
manuals and training provided with the unit. TRAILER: Trailer will
comply with all applicable motor carrier safety regulations for
over-the-road fire vehicles. DOT standard lights plus a minimum of two
6 inch red flashing warning lights on the rear of the trailer. Weight
needs to be distributed equally as possible, vehicle will be balanced
while fully loaded standing alone. Equipped with two axles, each wheel
will be equipped with surge brake for each wheel, with break away line
to activate brakes in case of separation from tow vehicle. Axles and
wheels will be rated for a minimum of 8,000 lbs. Three inch (3") pintle
ring and a crank down stand plus two (2) swing up rear stabilizing
jacks for stand alone operation. Wiring will be all weather insulated
and protected from accidental contact with foam concentrate. Connection
to tow vehicles will be compatible with Pollack #12-705 connector.
Provide wheel chock holders with wheel chocks. Work lights for the
operators area adequate for night operations (12V). Trailer will be
painted in accordance with FAA standards also striped and numbered in
accordance with Air Force requirements (correct numbers will be
indicated by customer). TANK: A 1000 gal polypropylene foam tank with
low center of gravity and baffles. Tank to have tensile strength in
accordance with ASTM-0-638, and impact strength in accordance with ASTM
0-256 and be equipped with a visual liquid level site gauge convenient
to and visible from operators area. Tank will be compliant with NFPA
Standards. Fill tower to have hinged liquid tight cover to prevent
splashing out during transport and constructed in such a way as to
control agitation. Tank to have pressure/vacuum vent. Minimum 2" outlet
to pump suction with 1/4 turn isolation valve. PUMP & PLUMBING FOR
FOAMCONCENTRATE: Permanently mounted gasoline driven pump having
electric start with pull start backup and integral fuel tank and
battery, pump capable of delivering 100 gpm through 200' of 1-3/4 inch
hose. Piped to allow pumping from concentrate tank or 55 gal drums.
Supply 1-1/~2" NST inlet on main pump intake (suction) line with cap
and chain. Supply suction hose (approx. 72" long) and pickup tube
(approx. 40" long) to fit in 55 gallon drum. 3 prepiped 1-1/2" outlets
from pump: one each to the bottom of two "crosslay" hose compartments
with 90 degree continuous type swivels below the hose bed with 1.5"
NST for hose connection. One to the tank to allow tank fill with tube
to extend to bottom of tank to reduce agitation during filling. All
intake and outlet lines will be fitted with 1/~4 turn full flow shut
off valves and pressure gauges convenient to operators station for
rapid activation. Each line will also be equipped with safety pressure
relief systems. FIRE ATTACK: Water intake 4-1/~2" inlet from left
andright side with 4-1/~2" NST and cap to supply two attack lines and
monitor nozzle. Two crosslay compartments capable of holding 200' of
1-3/4" double jacket hose. Each 1-3/4" fire attack crosslay line to be
pre-connected through a 120gpm, 0-6%, balanced pressure educator. The
bottom of the two "attack crosslay" hose compartments fitted with 90
degree continuous type swivels below the hose bed with 1-1/~2" NST for
hose connection. One prepiped, self-educating, 1000gpm master stream
foam (3%) nozzle capable of being demounted, connected to 4" LDH w/4"
STORZ fittings and delivering 3% foam up to 1000" away from trailer.
LAYOUT: Operators station at front of trailer. Hose bed capable of
holding and laying 1000' of 4"LDH on the rear portion of the trailer.
Four crosslay compartments for the 2 attack lines and 2 transfer lines
to hold 200' of 1-3/4" double jacketed hose. Concentrate tank to be
located as needed for weight, and accessibility. Pump to be located
near operators station. Compartment for tools and appliances. Overall
requirement is to build, deliver, train, and warrantee. On-site
training should include operator and maintenance. Adequate training
will be needed for three shifts. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This synopsis/solicitation is issued
as Request for Proposals (RFP) DAHA1798R2002; the solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-4. This is a 100% small business set aside; see
numbered Note 1. SIC is 3799, small business size standard is 500
employees. The provision at FAR 52.212-1 Instruction to Offerors --
Commercial Items applies. The provision at FAR 52.212-2 Evaluation --
Commercial Items applies; specific evaluation criteria are (i)
technical capability of the item offered to meet Government
Requirements, (ii) price and (iii) past performance. Technical
capability and past performance when combined, are of equal weight to
price in evaluating offers. Offeror must, in the past three years, have
previously produced multiple similar units, preferably for DoD and
provide references for a units currently in service. Offerors shall
include a completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Item, with their
offers. FAR clause 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. FAR clause 52.212-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders -- Commercial Items, applies to this acquisition; the
following clauses cited in FAR 52.212-5 apply: 52.203-10, 52.219-8,
52.219-14, 52.222-26, 52.222-36, 52.222-37, 52.225-3 and 52.247-64.
