58 -- SYSTEM 500 MODEL 550 TELEMETRY SYSTEM SOL N68936-98-R-0100 DUE 041698 POC Jaime Rios, Contract Specialist, (760) 939-8703 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This is Solicitation Number: N68936-98-R-0100, and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-04 and Defense Acquisition Circular Number 91-12. The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis with L3 Communications, Telemetry and Instrumentation, 15378 Avenue of Science, San Diego, CA 92128. Software was previously developed to run on the System 500, Model 550, Telemetry System. This solicitation contains one contract line item, 0001-System 500, Model 550, Telemetry System, 1ea. The system performs Fire Control System (FCS) and FCS Operation program integration with an Inert Operable Missile in the Vertical Launching System (VLS) with the VLS Operational program. The system supports missile All Up Round testing via fiber optic cable at the White Sands Missile Range. The system simultaneously receives, decommutates, records and displays in real time missile flight performance data of two wide band PCM telemetry streams,. The required delivery date is within 60 days after award. Delivery, acceptance, and FOB Destination is to the Naval Air Warfare Center Weapons Division, White Sands Missile Range, NM 88002-5510. FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies and is amended to read: Submit signed and dated offer in one original to Naval Air Warfare Center, Weapons Division, Code 220000D, 1 Administration Circle, China Lake, CA 93555-6100, Attn: Jaime Rios, no later April 16, 1998, 2:00 PM local time. Offers may be submitted on letterhead stationery and at a minimum must show: (1) the solicitation number (N68936-98-R-0100), (2) the time specified for receipt of offers (April 16, 1998), (3) The name, address, and telephone number of the offeror, (4) a technical description of the items being offered in sufficient detail to permit evaluation of compliance with the requirements in the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
