This is a notice of intent to issue a Request of Quotation(RFQ)822-66512-707 on a non-competitive basis in accordance with 10 U.S.C. 2304(c)(1)-"Only One Reponsible Source"- to the Canadian Commericial Corporation (CCC), Ottawa, Ontario, Canada, K1A oS6, for 100% subcontracting to McDonald-Dettwiler Associates (Canada), 13800 Commerce Parkway, Richmond, BC V6V2J-3 for the acquisition of 4 each, Matrix Switches for X-Band Data FPR 11- Meter Antenna Systems DPS11. The antenna systems in question are state of the art, automated 11-meter antenna systems. These spare parts have to be identical both mechanically and electrically to the parts they are replacing. In addition, these parts are under software control. Scientific-Atlanta has developed the software necessary to control this equipment. These detailed design drawings, manufacturing specifications, interface requirements and documentations associated with the replacement parts and components are proprietary to McDonald-Dettwiler Associates. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis in writing to the indentified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Any other persons desiring consideration are required to fully indentify their interest and capabilities within 15 days of the publication of this synopsis to the GSFC Contracting Officer listed below.
