Non-Lethal Weapons Device -- Laser Dazzler -- The Office of Law Enforcement Technology Commercialization (OLETC)was established by the National Institute of Justice (NIJ) to assist in the identification, assesment and commercialization of technology into affordable products for use by the law enforcement and corrections (LEC) community. OLETC is a non profit organization located on the campus of Wheeling Jesuit University, Wheeling, WV. OLETC, on behalf of LE Systems, Inc.(LESI) is seeking a licensing partner and/or an equity partner to commercialize the "Laser Dazzler". BACKGROUND: Under a contract jointly sponsored by NIJ and the Defense Advanced Projects Research Agency (DARPA), LE Systems Inc. has developed advanced diode-pumped laser technology that is presently being incorporated into a 532nm, green, laser flashlight or "Laser Dazzler". The flashlight consists of a minature laser and power supply, rechargeable batteries, and output optics that expands the green laser beam to insure that theflashlight is eye-safe, but temporarily blinding light that inhibits aggressive and threating behavior to provide safer options for the law enforcement and corrections officers. The green flashlight is expected to find wide applicability in law enforcement, crowd control, border patrol, as well as in the prison system, underwater surveillance activities and in routine activities involving security personnel. The green laser flashlight addresses the need of the law enforcement community for a new non-lethal tool to provide a safe stand-off distance between the officer and a suspect or perpettrator, allowing said officer the time required to assess a potentially dangerous situation and react accordingly. Additionally, the "Laser Dazzler" has the capability to be used as a fingerprint detection light that, with the proper dusting substances causes fingerprint to fluoresce on surfaces. Used as an illuminating device (flashlight) the dazzler can penetrate smoke and fog more than twice the distance of white light, making it suitable for firefighting and search ands rescue. The "Laser Dazzler" development has been completed for the demonstration phase and is pending full-scale engineering developement to reduce size, weight and cost. Prototype devices have been delivered to the Air Force and NIJ for evaluation. Funding is needed to develop the production versions whichwill need to incorporate an improved diode and optics to reduce size, weight and cost such that the device can be produced affordably and be carried on an officers belt in lieu of a flashlight, thereby providing the officer with a less than lethal weapon, as well as, an on-site forensics tool. OFFERING: LESI is seeking an organization with demonstratable manufacturing capability and a strong world wide marketing and sales capability and/or an equity partner for the final development phase and subsequent sale of the "Laser Dazzler" to the world wide law enforcement community. An exclusive license would cover the 250 mW 532nm green laser flashlight technology, for any law enforcement application, incl,uding the right to use US patents applied for covering the unique technology developed. The license will not include the right to market the flashlight for any military purposes, and LESI will reserve the exclusive right to set up and maintain a number of training centers in North America and market to the US Department of Defense or any other Federal government agencies. LESI expects to include a number of provisions and incentives in the license relating to meeting mutually agreed manufacturing and sales goals, and will reserve the right to cancel the license for non-perfromance, under mutually agreed, measurable criteria.
