States Property & Fiscal Office. Type "A" & "B" Services for Fixed
Price A/E services are required for preparation of plans,
specifications, and cost estimating suitable for bidding and
construction. The project includes approximately 12,500 sf of
classrooms, 10,600 sf of administration, 6,800 sf of dining, 6,028 sf
of multipurpose, training and parade fields, and 42,390 sf of
billeting. This will support about 200 students and 50 staff people.
The facilites are required to accommodate the expanded mission of the
298th Regiment, Regional Training Institure. They are tasked with
providing the various military education curricula for both enlisted
and officer personnel. The soldiers are from the Army National Guard,
U.S. Army Reserve and the U.S. Army. A masterplan report was completed
in 1998. This report will be available for review. Selection will be
based on the followingcriteria which are numbered in order of
importance. (1) Recent specialized experience of the firm and prposed
consultants in the design of structures of a similar size and scope
(include Government and Private experience). List experience with
similar projects successfully designed in the last 5 years: (2)
Professional qualifications of the staff (in-house and consultants),
with respect to overall makeup of the design. The experience and roles
of key design personnel, specifically on realated projects addressed
in criteria element one; (3) Ability of the firm to accomplish the
contemplated work within a minimum reasonable time limit, as
demonstrated by the impact of this workload on the firm's permanent
staff, projected workload during the anticipated design period, the
firm's history of successfully completing projects in compliance with
performance schedules and providing timely construction support.
Provide specific experience and related time frames to
accomplishmentment of similar design efforts. If consultants are
incolved address history of working relationship; (4) Past performance
(with emphasis on similar efforts sited in criteria element one and
two) with Government agenciues and/or private industry. Demonstrate
long term government or private business relationships,k repeat
business on related efforts and construction support. Proven quality
control documents. Performance on cost control in terms of budget
control throughout the design effort as well as bid results. History of
design related change orders (extra during construction). Knowledge of
bid climate and related impact factors; (5) Knowledge of the locality,
including appropriate selection of construction materials and methods;
(6) Volume of work previously awarded by the Department of Defense
(DOD) to the firm in the last 12 months, with the objective of
equitable distribution of contracts among qualified Architect-Engineer
firms, including minority-owned firms and firms that have not had
prior DOD contracts. The foolowing options will be included:
Construction Contract Support Services. The Following Phases may be
included: Interior Design, Schematic Design, Design Development,
Contract Documents, Construction Administration. The estimated start
date of this project is June 1998. Te estimated completion date for
construction is June 2000. The estimated cost is between $10,000,000
and $15,000,000. Those firms which meet the requirements described in
this announcement and wish to be considered, must submit a Standard
Form (SF) 254 and 255 to the ofrfice shown below. Firms utilized by the
prime A/E must also submit completed SF 254 and 255. Specifically
address all criteria elements listed with additional sheets attached as
required. Once copy of the SF 255 must be received in this office
(Building 303, First Floor), Attn: CW3 Rod Correa no later than 2:00
P.M. HSTm 30 calendar days from the date this announcement apprears in
the CBD. Should the due date fall on a weekend or holiday, SF 254 and
255's will be due the first working day thereafter. Submit a SF 254
only if you have not done so in the past year. Telegraphic or facsimile
