type contract for Architect-Engineer (A-E) Civil and Environmental
design services and construction support services for Public Works at
Fort Lewis, WA. The A-E will be required to prepare plans,
specifications, design analysis, and construction estimates for a
variety of maintenance, repair, alteration, and minor construction
projects. Projects are primarily civil with emphasis on environmental-
related mechanical, electrical and architectural work. The proposed
contract will result in a fixed price contract. The contract will
consist of one base period and two option periods, which shall not
exceed one year each, for a total of three years for the entire
contract. Task Orders will normally be less than $150,000 but not to
exceed $300,000. The contract amount shall not exceed $500,000 for each
period, or a cumulative total of $1,500,000 for the entire contract.
The Government may exercise an option before expiration of the base
contract period (or option period) if the contract amount for the base
period (or option period) has been exhausted or nearly exhausted. It
is anticipated that the selected firm will be required to submit a
subcontracting plan with its fee proposal if it is a large business.
For this procurement, SIC 8712, a large business is a concern for which
the annual average gross revenue taken for the last three (3) fiscal
years exceeds $2.5 million. The plan must be consistent with Section
806(b) of PL 100-180, PL 95-507 and PL 99-661. If a large firm chooses
to subcontract, it is recommended that 55 of the total planned
subcontracting dollars be placed with Small Business (SB) concerns. Of
that 55 percent it is recommended that 9% of subcontracted dollars go
to Small Disadvantaged Business (SDB) Historically Black Colleges and
Universities, (HBCU) or Minority Institutions (MI); and 5% to Women-
Owned Small Businesses (WOSB's). WOSB's may not qualify as SDBs for
federal contracts. Significant evaluation criteria in descending order
of importance are: (1) Specialized experience and technical competence
of the firm in types of work required. (2) Professional qualifications
of firm's staff and consultants to be assigned to this project, which
are necessary for satisfactory performance of required services. (3)
Capacity of the firm to accomplish the work in the required time. (4)
Ability of the firm to respond to numerous quick turnaround projects
and knowledge of the Locality of the project. (5) Past performance of
DoD, government and industry contracts with respect to cost control,
quality of work, and compliance with performance schedules. SECONDARY
CRITERIA NOTE: The following criteria are considered secondary factors
and will only be used at Final Evaluation as tie-breakers. (6)
Location of the firm in the general geographic area of the project. (7)
Extent of participation of Small Business (SB), Small Disadvantaged
Business (SDB), Historically Black Colleges and Universities (HBCU) and
Minority Institutions (MI) in the proposed contract team, measured as
a percentage of estimated effort. (8) Volume of DoD contract awards to
the prime A-E firm in the last 12 months. Qualified firms desiring

chart of key personnel to be assigned to this project, current SF 254,
