The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) intends to negotiate on a sole source basis with the Webman Associates, 4 Brattle Street, Suite 207, Cambridge, Massachusetts. The contractor will focus on the development of technical assistance documents that will be used in workshops and other training events for administrators and key stakeholders in systems of care for children with serious emotional disturbances and their families, including those operating in a managed care environment. Webman Associates is uniquely qualified to provide the services based on their work with Federal, State, County and City Government Agencies and other organizations involved in developing pooled funding models to create systems of care for children youth and their families. In addition, the organization's work is focused on improving systems of care for children and adolescents who experience serious emotional disturbance and the families. This award shall be made using simplified acquisition procedures. The Government reserves the right not to open this requirement to competition based upon the responses to this notice. Technical responses and requests received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement by May 21, 1998. No Solicitation Package is available.
