919/335-6404 This is a combined synopsis/request for quotation for
commercial services. This announcement constitutes the only request for
quotation; proposals are being requested and a written request for
quotation/solicitation will not be issued. This is set aside for small
business for the following: The request for quotation incorporates
provision and clauses in effect through Federal Acquisition Circular
97-04. The Coast Guard intends to issue a purchase order for Lawn Care
and Maintenance for the Base Complex. To minimize post contract claims
of unknown or differing conditions, all Offeror's and/or Offeror's
representative's are REQUIRED to visit and inspect site and referenced
"Areas" located at the Coast Guard Base in Elizabeth City, North
Carolina as referenced below and as depicted on site map (Chart's will
only be obtained in person). Offeror will address all questions to the
Facility Engineering Division prior to submitting offer. The Statement
of Work is as follows: Background; The Coast Guard Base totals
approximately 800 acres of land. ? Approximately 200 acres is utilized
for buildings, parking lots, roadways, runways, and other
"non-greenery" areas. The remaining 600 acres is greenery that is
required to be maintained and includes approx. 450 acres of field grass
and 150 acres of ornamental areas around buildings and along roadways,
trees, bushes, flowers and hedge roads, baseball and soccer fields and
approx. 5 miles of parameter fence. The contractor will provide all
labor, materials, and equipment required to maintain the landscape
throughout the term of the contract, as shown on chart beginning upon
contract award through Nov. 15 1998. Mowing; Ornamental lawn areas. The
contractor is required to maintain a grass height of not more than 5
inches and not less than 2 inches. This will normally require mowing
weekly during the growing season and is not to exceed two weeks without
approval of the COTR. During extreme heat days, the grass will be cut
to a height of 4 inches. Extreme heat days are definedas "days when the
National Weather Service Station in Cape Hatteras NC, predicts that
during the following 3 or more days, the daytime temperature is
expected to exceed 90 degrees Fahrenheit." This will help the grass
maintain the moisture better and less liken the chance of burning the
grass due to high temperatures. All grass cuttings will be removed from
all walk ways, driveways, streets and any non-mowed area. When grass is
removed from any areas it shall be through a means that picks the grass
cuttings up where they can be properly disposed of. The contractor will
not use a high velocity air blower or water system to remove the grass
cuttings. All grass cuttings that are left in the mowed sections shall
be removed or mulched if the cuttings are deemed unsightly by the COTR.
This will prevent the mowed sections from appearing like a hay field
when higher than normal grass has been cut. Any litter that is in the
mowed sections shall be picked up by the contractor prior to mowing.
Any litter that is cut during the mowing will be removed by the
contractor. Litter is defined as "any material other than cut grass
clipping and natural litter such as leaves, twigs and weeds." Litter
includes but is not limited too; paper, plastic, cans, processed wood
products, metal, and glass. Any items that are not litter but that
still obstruct the mowing (i.e. toys) shall be moved out of the way by
the contractor to allow the mowing to continue. Runway fields; these
areas total approx. 450 acres of field grass and ditch lines and
include all areas outside of a 50ft "clear cut" from each
runway/taxiway. The contractor is required to maintain these fields to
a height not to exceed 12 inches and not less than 2 inches. All water
run-off ditches shall be maintained to a reasonable height as not to
impede the water flow within the ditches nor be allowed to grow above
the ditch height. 50ft Clear Cut and runway misc: Contractor is
required to maintain grass to a height of no more than 4 inches, using
either mechanical or chemical means, a 50ft zone along the sides of
each runway, taxiway and turn-around areas. In addition all electrical
transformers, fire hydrants, pump buildings and runway lights shall be
included. ? Trimming, Edging and Weeding; The contractor will provide
all labor, materials and equipment to trim all appropriate areas
beginning upon contract award through Nov. 15, 1998. Trimming, Edging
and Weeding are required along all sidewalks, buildings, fence lines,
rift raft along water front, all electrical transformers, fire
hydrants, fuel tanks, trees, bushes, flower beds and any other
obstacles. This will be done every other week (biweekly) during the
mowing season or apply chemicals as needed to control weed growth as
per Chemical Application listed below. Fertilizing; The contractor will
have soil tested to determine what mixture and amount of fertilizer is
needed and will apply one application of a dry granulated type
fertilizer to the ornamental lawn areas. This application will be
applied in the fall toward the end of mowing season. The contractor is
to submit prior to the application of the fertilizer, all Material
Safety Data Sheets (MSDS) that relate to the fertilizer product
intended to be used by the Contractor. These MSDS will be reviewed and
approved by the Coast Guard and only after approval will the
contractor be given the Notice to Proceed. This notice to Proceed will
only be given after the final intended fertilizer is approved by the
Coast Guard and all MSDS have been reviewed. No additional applications
of a fertilizer product will be done under this statement of work
without prior written authorization of the Contracting Officer from the
Coast Guard. If an additional application is required and or
recommended by the contractor, the contractor will submit a written
cost estimate to the Contracting Officer for review and approval.
Technical Reports and Recommendations; If the contractor feels that
there is work that should be done with the landscaping that is not
otherwise covered in this SOW, he or she shallsubmit a written report.
The report shall include the problems found and the recommended action
needed to correct the problem. If the contractor does submit any
technical recommendations, he or she shall include along with the
report, a estimated cost to correct the problems reported. Any and all
reports and the cost estimates, shall be submitted to the Contracting
Officer or his or her representative. If the Coast Guard requests
landscape technical advice, the contractor shall provide the technical
advice the same as if it was found by the contractor. Runway Access;
The contractor and his/her workers will be required to attend a Coast
Guard orientation concerning special requirements and rules needed to
access runway areas. In addition the contractor shall provide his/her
workers with 2-way radio headsets needed to maintain contact with the
runway tower while working within the air fields. Support Center
Instructions; The contractor and his /her representatives will be
responsible to follow all applicable Support Center Instructions while
aboard any Coast Guard owned property or while doing any Coast Guard
work. A copy of these instructions can be found and will be made
available if requested, at the FED (Bldg 97), Coast Guard Support
Center. The phone number for FED is 919 335-6108/6112. Damages; The
contractor shall be liable for any damages caused by his/her work
force. This will include but is not limited to light fixtures, air
conditioning units, vehicles, buildings etc. ?When damage does occur
the contractor will immediately notify the COTR. When possible the
Coast Guard will make needed repairs to damaged items and in turn the
contractor shall be liable for labor and material repair cost. Chemical
Application to control weed growth; Use of weed controlling chemicals
such as "Round-Up" will normally be allowed near obstacles that would
otherwise require mechanical trimming such as fire hydrants, fence
lines, along sides of buildings, runway lighting etc. The contractor
shall be fully licensed to apply chemicals as required by local, state
and federal laws. Proof of current licensing shall be provided upon
request. Submittal of MSDS that relate to the chemical product is
required prior to application. These MSDS will be reviewed by the Coast
Guard and only after review will the contractor be given the Notice to
Proceed. This Notice to Proceed will only be given after the intended
chemical is approved by the Coast Guard. COTR; The Coast Guard will
assign a representative from the Coast Guard Support Center in
Elizabeth City to assist the contractor with any question that may
arise. This person will be known as the Contracting Officer Technical
Representative (COTR). The COTR duties will be to assist the contractor
with any question and unforeseen problems. He or She will not be able
or responsible for making any modifications to this Statement Of Work
(SOW) or obligate the Coast Guard for any additional cost. He or She
will not have any authority to stop the contractor from any work with
the exception of matters concerning safety or violations of applicable
laws, rules, regulation and instructions. The COTR will visit the
areas while the contractor is working. He or She will be the primary
point of contact for the contractor and will try to maintain a positive
working environment with the contractor. The Contracting Representative
as stated above, will be Mr Dan Richburg at the Garage (Bldg 93) or by
phone at (919) 335-6124. Work days and hours: The Contractor shall
carry out this Statement of Work during normal working hours of the
Facility Engineering Division (FED) of the Coast Guard Support Center,
Elizabeth City. The normal work hours of FED are Monday through
Friday, 0655 until 1625. The Contractor will work on these days and
during these hours only. No work is to be done during any federal
holiday. Closing date and time for receipt of offers is 24 April 1998,
3:00pm, Eastern Standard Time. Facsimile Offers are acceptable and may
be forwarded via Fax Number (919)335-6450. FAR provision, 52.212-2 does
not apply in that award will be made to the offeror who submits the
lowest price. ?Offerors are instructed to include a completed copy of

person and $500,000 per occurrence bodily injury and $20,000 per
