The VA North Texas Health Care System, Dallas, TX, is negotiating a sole source contract with Parkland Health & Hospital System, Dallas, TX, for the services of an existing primary care clinic in the Pleasant Grove area of Dallas County. Parkland Health & Hospital System is the Dallas County Health District and this contract is negotiated in accordance with 38 U.S.C. Section 8153. The proposed contract action is for primary care services for which the Government intends to solicit and negotiate with only one source and a solicitation is not available.
