Stratton VA Medical Center, Albany, NY is seeking qualified
Radiologists to provide Radiology services at the VA Medical Center,
Albany, NY for a period of one year from date of award (tentatively set
for 1/1/99) with four one year renewal options. The estimated annual
workload is as follows: General Diagnostics-28,000; Ultrasound-5,500;
CAT (Neuro and Body)-3,400; MRI- (Neuro and Body)-1,850; Angio/
Interventional (including Neuro)-1300; and Mammography-500. In the
event the VA retains three full time VA staff Radiologists, the
Contractor's estimated percentage (%) of workload volume stated above
is as follows: General Diagnostic-30%; Ultrasound-80%; Body CT-50%, and
100% of all MRI, Neuro CT, Neuroangiogrpahy, Myelography,
Vascular/Interventional Radiology and Mammography. Since this is a
Dean's Committee Hospital, the Contractor's Radiological Group must
provide Board Certified Radiologists with training and educational
qualifications necessary for Appointment at our University affiliate,
AlbanyMedical College. The clinical responsibility of the Contractor's
Radiology Group includes, but is not limited to, providing 24 hour
coverage, seven days per week of all aspects of diagnostic and
therapeutic Radiology, excluding Nuclear Medicine. All Neuroradiology
and Vascular/Interventional cases must be performed by Subspecialty
trained Radiologists who have or are eligible for Certificates of
Advanced Qualifications in their areas of expertise. The requirement
applies to all routine day and off-tour call cases. The Contract
Radiology Group will also be responsible for performance of on-site
clinical, educational and regulatory activities on behalf of the VA
Radiology Service, including Resident teaching, Tumor Board, Medical
Grand Rounds, Morgue Rounds and any other Committees required to meet
JCAHO and Hospital Administrative requirements. The Contractor will
identify a single in-house full-time Radiologist who will be
permanently based at the Albany VA as the Director of Radiologist
Service. This individual may be required to be a 7/8th part time VA
employee. At a minimum, the Contractor will be required to have two
other full-time in-house Radiologists on a daily basis. The
subspecialty Neuroradiologist must be in-house a minimum of two to
three hours per day to provide interpretation and consultation of
routine diagnostic MRI and CT cases in addition to any daily time
required to perform Interventional cases, including Neuroangiography
and Myelography. The Vascular/Interventional Radiologist will be
required to be available on an as-needed basis, for all prescheduled
and emergency cases. The General Radiologists will be required to
provide immediate on-line "wet-readings" Monday through Friday, 8AM to
5PM, for all ER and Medical/Surgical Clinics patients. All Mammography
will be performed by a Mammographer who is fully accredited by the
American College of Radiology. This individual will be responsible for
meeting all requirements to maintain a fully accredited Mammogrpahy
Suite. Offerors are requested to provide two price estimates. First
estimate based on the information above with VA Medical Center
retaining three staff radiologist. The second estimate based on
information above, but the Radiologist Service being completely and
fully operated and staffed by the Contractor (No VA staff). All
pertinent data including pricing, qualifications of staff and quality
