The U.S. Army Aviation and Missile Command (AMCOM) anticipates a
requirement for the following logistical services in support of the
AMCOM Integrated Material Management Center: logistics data management,
logistics engineering, material management and compilation/analytical
logistics support, integrated logistics support (ILS), manpower and
personnel integration (MANPRINT), logistics support analysis (LSA),
logistical data management, and logistic engineering in support of
AMCOM managed weapon systems and associated equipment. This anticipated
cost-plus-fixed-fee (level of effort) contract will be solicited for
multiple awards as a 100 percent small business set-aside with an
applicable SIC Code of 8711. It is anticipated that up to three
contracts will be awarded under this solicitation, with at least one
award to be made to a firm that is qualified under the U.S. Small
Business Administration's 8(a) Program. The remaining awards will be
restricted to small business or higher priority concerns (e.g., small
disadvantaged business or other 8(a) concerns). The Government reserves
the right to make less than three awards. The requirement will consist
of a 12-month basic effort with four consecutive 12-month option
periods. The basic effort will consist of 2980 man-hours and will be
augmented with a surge option of 132080 man-hours. The four additional
option periods will consist of 370240, 403520, 428480, and 478400
man-hours, respectively. A reading room for this requirement will be
available approximately 15 April 1998. This facility is located in the
Redstone Scientific Information Center (RSIC), Bldg 4484, third floor.
Call 256-842-8444 for reading room appointments, which will be made on
a first-come, first-serve basis. Reading room hours are 0830-1130 and
1230-1530 Monday through Friday, except Federal Holidays. Appointments
shall not exceed three hours and are limited to no more than four
people. There will be no classified documents in the reading room. U.S.
citizens representing wholly owned U.S. companies or U.S. entities may
review unclassified information with reproduction allowed. RSIC
provides equipment and monitors for site reproduction. Representative
of foreign owned companies/entities and non-U.S. citizens must get
specific approval through intelligence and security channels.
Anticipated issuance data of this solicitation is 1 May 1998. The
solicitation, when issued, will be available on the AMCOM Acquisition
Center Contracting Information System (Electronic Bulletin Board System
(BBS)). The Acquisition Center BBS may be accessed through the AMCOM
Home Page or directly at the following Web Address:
http://www.redstone.army.mil/procbbs/. To log in to the BBS, modem
settings should be as follows: 9600 to 300 baud, 8 bit, 1 stop, no
parity, and terminal emulation to VT100. The BBS number is (205)
955-8175 or (205) 955-8176. Once you are connected, hit return and a
service prompt will appear. At this prompt, type PROC and return. At
the log in prompt, type bbs and at the password prompt type user. After
logging in to the BBS, you will be required to enter your first and
last name, company name, and generate a password for your company. It
is the intention to fully utilize the BBS to issue the solicitation and
offerors are strongly encouraged to access the BBS for obtaining the
solicitation when issued. Note also that a hardcopy of the solicitation
will be placed in the reading room upon issuance. However, should this
prove an untenable hardship, hard copies will be provided on a
case-by-case basis upon specific written request but shall in no manner
be construed as a basis for extension of the proposal receipt date. No
