Squadron, robert.beckett@langley.af.mil. ACC Contracting Squadron is
begining the process of recompeting the Air Combat Command (ACC) Crew
Resource Management (CRM) Training contract. CRM Training is designed
to improve aircrew performance and situational awareness through better
task management, mission preparation, and interaction between
crew-members of aircraft, flights and formations. To accomplish this
service, the contractor will be responsible for providing all CRM
Training courseware development and training for all types of USAF
Mission Design Series (MDS) aircraft at all levels of proficiency. This
requirement is a direct follow-on effort to the services currently
provided under contract, F44650-95-C0002. This contract, however, will
extend services to the Pacific Air Forces (PACAF) and United States
Air Forces Europe (USAFE), and, potentially, other Air Force major
commands (MAJCOMs). This action will be issued as Request for Proposal
(RFP) on or about 1 Oct 98, with an anticipated award date of 15 May
99. The government will require industry involvement in the development
of the processes and procedures that will govern this acquisition.
Various draft RFP documents will be posted on the ACC CONS Home Page
(linked hereto) starting on or about 6 Apr 98. Interested parties
should review these documents carefully and provide any comments via
return email to this office (email capability provided on the
internet). The Air Force will consider and respond to all industry
input received, both positive and negative. Industry involvement will
culminate with an Industry Day Forum to be held at Langley AFB VA where
the government will present its plan for conducting this acquisition
based on all comments received and offer industry a final opportunity
to present comments. It is imperative that industry participate
actively and fully in this "draft RFP" process -- no formal draft RFP
will be issued. In this manner, the Air Force hopes to maximize the
benefits of the acquisition process for both industry and government.
The government plans to use the internet and email as the primary means
of disseminating and exchanging information. All interested parties are
encouraged to limit correspondence to these media. The point of contact
