59 -- BUY AND INSTALL TELEVISIONS AND COMPONENTS SOL F41636-98-R-0051 DUE 042898 POC Austin Foiles, (210) 671-1730, FAX (210) 671-5063 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). Submit written offers only (oral offers will not be considered), on requisitions F41636-98-R-0051. This procurement is 100% Small Business Set Aside. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04, Standard Industrial Code 5731. The following is the Statement Of Work (SOW) and the list of required materials for installation. Use brand names or equal (if equal submit technical literature), in your offer. Quantities being used are estimated and are considered minimums. (a) Provide and install TV distribution system equipment which will provide three modulated TV channels to be distributed to twenty dayrooms and unit briefing rooms in each dorm simultaneously. (b) One channel will be for information generated on existing computer equipment and existing software, such as Power Point. (c)The RGB signal from the computer shall be converted to NTSC video, then modulated into a channel to be viewed on TVs. (d) System will allow distribution of four "in house" programs on TV channels 2, 4, 5, and 7. (e) A free standing equipment rack, with head end RF processing equipment, will be located on the first floor in the CQ area. The rack will be provided with shelves for the three supplied VCRs. (f) A scan converter will be supplied to allow the output of a government provided computer system to be distributed on one of the TV channels. (g) Two outlets will be installed in each of 20 dayrooms per building. (h) Two outlets will be installed in unit briefing rooms. (i) The outlets will be located near the ceiling to allow for wall or ceiling mounted TVs. (j) New coax cable will be installed from the head end equipment to all outlets. (k) Ceiling mount TV brackets will be installed in each dayroom (two each), at head end rack and briefing rooms. (l) 27 inch color TVs will be installed on all the brackets which are connected to the distribution system. After award and prior to initial delivery, the contractor and a representative of the using organization will conduct a walk-through of the facility to evaluate the route which the contractor will use for installation. The contractor will maintain a clean environment; return areas back to their original state; and repair any damages done to lawns, concrete areas, walls, doors, ceilings, and flooring. Upon completion of the project, the contractor and customer will inspect all areas of concern for acceptance.
