SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. The solicitation number is
53SBNB860044 and is being issued as a Request for Quotation (RFQ) using
Simplified Acquisition Procedures. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03. The associated Standard Industrial
Classification (SIC) code for this procurement is 3826, and the small
business size standard is 500 employees. The National Institute of
Standards and Technology (NIST) has a requirement for one (1) DPSS
532-400 400 mW CW Green System laser with STAR resonator and PLUS
electronics (COHERENT INC Part Number 0165-449-00) or equal. SYSTEM
DESCRIPTION: The DPSS (diode-pumped solid-state)532-400 green laser
offers 400 mW output power and possesses a proven track record for
successful use in holographic storage. The STAR (Single-frequency,
Tight-Angle Ring) resonator configuration eliminates noise arising from
longitudinal mode competition during intracavity second harmonic
generation. It is a novel, two-mirror design where refraction in the
YAG prism completes the ring path. The resonator produces a single
longitudinal mode with an instantaneous bandwidth of 2 MHz rms
(>150m coherence length). In the DPSS 532-400 400 mW CW Green Laser,
optical noise is minimized through, and long-term stability is enhanced
by, the PLUS (Power Loop for Ultra-Stability) electronics package. PLUS
consists of two nested loops to control critical operating parameters.
It reduces noise to less than 0.5% rms between 10 Hz and 10 MHz. The
long-term power stability is +/- 3% over an 8-hour period. PLUS also
provides fast warm-up (<5 min.) and mode-hop free operation for
temperature excursions of up to 1 degree C/min. The DPSS 532-400 400 mw
CW Green Laser will be used for optical information processing and
holography applications. This is a brand name or equal requirement. If
quoting other than brand name product, the offeror must provide the
manufacturer's brand, model or part number along with a technical
description of the item being offered in sufficient detail to evaluate
compliance with the salient characteristics of the requirement. This
may include product literature, specification sheets, cuts,
illustrations, drawings or other documents if necessary. Required
delivery is FOB Destination (Gaithersburg, MD) within 42 days after
date of award. The provision at FAR 52.212-1, Instructions to Offerors
-- Commercial Items, is applicable to this acquisition. The provision
at 52.212-2, Evaluation -- Commercial Items applies to this
acquisition. The Government will award a purchase order resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers: (1) Technical Capability, (2) Past Performance, and
(3) Price. Factors 1 and 2, when combined, are significantly more
important than price. All responsible sources may submit a quote which
shall be considered by the Agency. All offerors shall submit the
following with their quotes: (a) technical description and/or product
literature; (b) a list of three contracts completed during the past
three years for DPSS 400 mW CW green systems with the following
information: name of contracting activity, contract number, total
contract value, contracting office & telephone number, and program
manager & telephone number; and (c) a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications -- Commercial
Items (available at www.nist.gov/admin/od/contract/contract.htm). The
following FAR clauses apply to this acquisition: 52.212-4, Contract
