The National Oceanic and Atmospheric Administration's (NOAA) Climate Monitoring and Diagnostics Laboratory (CMDL)/Radiation Group has a requirement for two (2) ground-based, multi-channel ultraviolet (UV) radiometers in order to continue a newly funded research project to investigate the UV variability in and near the Bering Sea. The radiometers required by this solicitation shall have and/or meet the following minimum requirements. The units must be rugged and functionally similar to the ground-based, multi-channel UV radiometers that are operational at the CMDL Barrow Observatory and at the University of Alaska, and surface UV irradiance data must be compatible with and maintain the integrity of the other two units. The units must have a provision to obtain a UV spectrum over five (5) individual channels in the range of 305 -- 380 nm with the flexibility to eliminate one channel to include the measurement of photosynthetically active radiation (PAR). There must be a temperature control for the instruments themselves and weather-resistant shielded cables of at least 50 meters for operation in harsh Arctic environments. The units must be designed to require a minimum of maintenance. The units must have dimensions approximately 35 cm in height and 15 cm in diameter with a weight of approximately 5 kg to permit easy installation and yearly shipments for recalibration. They must be portable to facilitate installation to an existing pole or attached to the wall or roof of a building. There must be easy-to-use data acquisition software for Microsoft Windows environment for displaying and logging data on a PC. Inclusion of hardware and software maintenance consulting is also required. In addition, due to the onset of ozone episodes in the Arctic during the early spring season, delivery of instruments is necessary no later than May 1, 1998. It is a requirement for the instruments to have molded heavy-duty travel cases which meet ATA requirements for checked baggage on airlines, sturdy enough to endure repeat shipments from installation sites for yearly recalibrations, and to have steel construction instrument mounting stands for maximum flexibility in instrument installation, designed to facilitate rooftop placement. There is no formal bid package, as these are the only requirements. Responses must reference Synopsis No. NRMGP100800424 before COB April 22, 1998. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit and past performance being significantly more important than price with availability being a factor.
