commercial items prepared in with FAR Subpart 12.6, as supplemented
with additional information included in t notice. This announcement
constitutes the only solicitation, and a written soli not be issued.
This is a simplified acquisition issued as a request for quotati
numbered SSA-RFQ-98-0407-CCS. This RFQ and the incorporated provisions
and clauses are those in effect through the most current Federal
Acquisition Circula responsible business sources may submit an offer,
in accordance with the require stated herein, which shall be considered
by the agency. The standard industrial classification (SIC) code for
this acquisition is 7372. The small business size $18 million. SCOPE OF
WORK: The Contractor shall provide software and maintenance support for
a "Name Searching" software product that will be install unlimited
number of personal computers (PCS) and all mainframe systems located a
Social Security Administration's (SSA) National Computer Center,
Baltimore, MD. software shall be used to build and access a file/data
base using (customer) nam access key. It shall be used to retrieve
information from a file where the name incomplete/truncated, names with
unusual construct, or misspelled. The software be able to evaluate
(score/rate) the strength of one name string against another and batch
processing. The software must also be flexible as to the data store i
names are stored, giving SSA flexibility as to the storage vehicle.
MANDATORY SOFTWARE REQUIREMENTS: a) The contractor shall provide a
software package that is field proven with a proven track record, that
is commercially available currently in use in production environments
at multiple customer sites. Softwar in Beta test or in development is
not acceptable. b) The software must be tunable/flexible in its
ability to: 1) create database keys for storing records and updating of
the database; 2) allow various ways to develop an access key to the
database in order to retrieve data by a customer's name; 3)
allowadjustment made to the scoring mechanism via initialization files
rather than source code c allow for scoring based on the name string
and Social Security Number string; 5) for transposed numbers and
letters; 6) allow nicknames and derivative names to b as equal. The
package shall have a built in store of nicknames and derivative n also
allow for customization of such; 7) allow for cleansing (ignore)
titles; an equating names such as St. = Saint. c) The software shall:
1) be able to run o MVS/ESA compatible mainframes and personal
computers; 2) be "callable" from batc or CICS/COBAL; 3) be able to work
with a multi-segmented database containing millions of records per
segment; 4) contain name match profiling/tuning/evaluati software as
part of the suite of tools; and 5) be Year 200 compliant. d) The co
shall provide full documentation and customer support on technical
issues. e) Th contractor shall provide a 1-year warranty at no
additional cost. Warranty for of this announcement shall consist of: 1)
automatic updates and revisions, as r the term "warranty" shall be used
interchangeably with "maintenance". Quotation be for the described
software only. DELIVERY: Social Security Administration, Receiving

is within 15 days from issuance of order. RFQ INSTRUCTIONS: The
following provisions at FAR 52.212-1 Instructions to
Offerors-Commercial (tailored) apply acquisition: (b) 1 through (b) 9,
(b) 11, (c), (f ), and (g). There are no add provisions. The
provisions at FAR Part 52.212-2, Evaluation -- Commercial Items a to
this acquisition. The Government will award an order resulting from
this req quotation to the responsible offeror whose offer conforming to
this request for will be most advantageous to the Government, price and
other factors (i.e., abil the required delivery date) considered. A
written notice of award or acceptanc offer, mailed or otherwise
furnished to the successful offeror within the time f acceptance
specified in the offer, shall result in a binding contract without fu
by either party. Before the offer's specified expiration date, the
Government m an offer, whether or not there are negotiations after its
receipt. Offerors are include a copy of the provision at FAR Part
52.212-3, Offeror Representations an Certifications-Commercial Items,
with their offer. The following FAR clauses ap this acquisition: FAR
52.204-6 Contractor Identification Number -- Data Universal Numbering
Systems (DUNS) Number, and FAR Part 52.212-4, Contract Terms and
Conditions -- Commercial Items. There are no addenda to these
provisions. The following provisions at FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, apply to this acquisiti (1), (a) (2), (b) (6)
through (9), and (b) (16). Offers submitted in response t RFQ/combined
synopsis shall be submitted by April 15, 1998, 3:00 P.M. Eastern
Standard Time, addressed to the Social Security Administration, Office
of Acquis and Grants, Attn: Cynthia Spencer, 1710 Gwynn Oak Avenue,
Baltimore, Maryland 21207. Facsimiled (faxed) responses to either
