70 -- PERSONAL COMPUTER SYSTEMS SOL N00600-98-R-1669 DUE 041798 POC Matthew A. Maciarello, phone 202-433-0955. fax: 202-433-2401 The purpose of this synopsis is to amend the synopsis/solicitation N00600-98-R-1669, which was submitted to the Commerce Business Daily on March 6, 1998. ALL INQUIRES concerning this solicitation SHALL be submitted IN WRITING to the above listed fax number. The closing date is not changed, and remains April 17, 1998, 2:00PM local time. The following are responses to technical questions submitted by fax to date; 1. Question (Q). In the CBD, there is a sentence that says, "the contractor will ship the fully assembled and configured computers FOB Destination," yet, the CLIN's ask for price, including the shipment price. Should shipping charges be included? Answer (A). Shipping charges should be included in the price. 2. Q. Per the notice posted on 3/20/98: Has there been an additional amendment issued or posted? If so when? A. Yes, the synopsis/solicitation was amended on April 2, 1998. This amendment changed the closing date from April 3, 1998 at 2:00 PM local time, to April 17, 1998 at 2:00PM local time. 3. Q. Please clarify: CLIN 0001: software to be installed, "Microsoft Windows 95 or Microsoft NT 4.0 where required," without given exact quantities for each of the software needed, we are unable to provide a fixed pricing for each unit. Please also clarify if this is an additional cost to be added by the contractor during on-site installation. A. Microsoft Windows 95 will be required for all PCs. Microsoft NT 4.0 will not be required for any PC's. No additional on-site will be required. 4. Q. This is a request that you make the following changes to increase competition: Delete the requirement for local installation & warranty service in Japan. A. Local installation & warranty service will be required in Japan. 5. Q. CLIN 0001 also states that an "Ethernet adapter (3Com) or 16/4 Token Ring adapter (Olicom where required)" is wanted. Where would Olicom be required? A. Only the Ethernet adapter (3Com) will be required. 6. Q. One vendor can do the required, "180 day next day on site warranty," of replacement parts and service, but due to the location of Sasebo, end-users would have to mail or carry defective parts to Yokosuka. Is this acceptable? A. The 180 on-site warranty includes Sasebo. 7. Q. Are there any more details regarding on-site instillation? Are all the units in each location in one area? A. Location of the units can be in different sites within the same general area. 8. Q. Are all the units replacing existing PCs or are some of them new nodes on the network? A. The contractor will only be required to install units at existing nodes. 9. Q. Two types of network cards are specified, 3COM and Olicom. Can you provide a count of each model needed and which sites use which model? A. Ethernet 3COM cards will only be required. 10. Q. The machine specification requires one AGP slot on the motherboard. Is the use of an AGP video card required, or is the desired for future expansion? A. The AGP video card is required. 11. Q. Are there any additional cabling requirements that are not stated, i. e. network patch cables, etc? A. No, there is no additional cabling required. 12. Q. It is stated that systems are to be delivered "fully assembled and configured." Is the network configuration to take place on site during delivery and acceptance or are the network configuration details to be provided in advance? A. The network configuration can be provided in advance. 13. Q. Are the delivery dates absolutes, and have considerations been given for possible shipping and export allowances/ delays? In addition, would we be responsible for the export license application? A. The Contractor is responsible for shipping and delivering the units on time. 14. Q. As for the export systems, is the export version of Windows to be used, or the US version? A. The US version of Windows will be used. 15. Q. Is the on site installation to take place during normal business hours or after hours? Is full site access (within reasonable limits) to be granted, or is the use of an escort official required? A. The installation of the units will take place during normal business hours. 16. Q. Is it a requirement that the systems be manufactured in the US? If so, may the sub-components (drives, cards) be manufactured elsewhere and systems assembled in the US. A. There is no requirement to manufacture the system in the US. 17. Q. What is the type of your hub/switch, Ethernet or Token Ring based, and what is the quantity of each? A. Ethernet will be required for all units, no Token ring is required. 18. Q. What is the Network Operating System (NOS) of the environment? Novell? Windows NT? or Unix? Do you expect the vendor to install and configure applications as part of the price quotation? Do all required locations (Japan, US) have the same NOS environment? A. Novell is the operating environment for all locations. 19. Q. CLIN 0001- Out of 173 quantities, how many NIC will be for 3COM 10/100 fast Ethernet adapter, and how many will be for Olicom 16/4 Token Ring Adapter? A. Ethernet cards will be required for all units. 20. Q. CLIN 0005 and 0006-We would like to know whether the government wants us to ship directly to Japan or to a US base, and then have the government ship the products to Japan directly? Shipping directly to Japan requires us to get export license/document before shipment. If we can ship to a US base, it would be much more cost effective to the government. Would you please consider this alternative? A. The Contractor will be required to ship to Japan directly. 21. Q. Will the computers purchased of SOL#N00600-98-R-1669, need to be hooked up and configured to the existing networks at each location? A. The Contractor will be responsible for hook up and configuration to operate on the existing networks. 22. Q. You request 2 ISA, 4 PCI, 1 AGP Expansion Slots. As most manufacturers do not provide this configuration, will 1 ISA, 3 PCI, 1 ISA/PCI shared, 1 AGP be acceptable? A. 2 ISAM, 4PCI, 1 AGP Expansion Slots are required. 23. Q. You request that all units comply with Energystar guidelines. As you probably know, the Processor class you have requested is on the edge of that standard in terms of power consumption. Once you add in the options you requested (PCMCIA, Network Card, etc), most system manufacturers will not be able to legally make this claim. Is there any flexibility in this requirement? If not, will alternate, lower power processors be considered? A. Energystar guidelines are required. 24. Q. What is the Government expecting the vendor to do relative to ensuring the proper operation of Government furnished applications (i. e. APADE, Scorpions, SMB Spool, FastLan and SPS)? A. The vendor will not be responsible for the Government furnished applications. The units must function in the applications environment. 25. Q. Will the vendor be required to load these applications or test functionality, either prior to or at the time of delivery? A. The vendor will not be required to load or test the Government application. 26. Q. The Intel Pentium II based systems do not comply with the EPA's Energystar requirement that the system consume less than 30 Watts of power in sleep mode. Please remove the Energystar requirement for the system unit. A. The Energystar requirement is valid as this primarily deals with the monitor. 27. Q. Reference: CLINs 0005 and 0006, Shipments to Yokosuka and Sasebo Naval Bases in Japan. Will the Government provide FPO addresses to ship the items to the above bases via the United States Postal Service (USPS) or will non FPO addresses be supplied? Shipments via the USPS to FPO addresses are considerably cheaper than shipment via commercial carrier to Japan. A. The Contractor is responsible for shipping, and the FPO addresses will not be used. Full text versions of all referenced FAR and DFAR clauses will not be provided by this office. FAR and DFAR Clauses are located at http://farsite.hill.af.mil/. All other terms and conditions remain unchanged. 28. Q. Reference: "The contractor will be responsible for the installation, set up and configuration of the computers to properly operate under the current Automation of Procurement and Accounting Data Entry System (APADE) environments (Scorpions, SMB spool, and Fast LAN), as well as the soon to be activated Standard Procurement System (SPS)." Would the awardee be responsible for installing Government provided software to enable the provided systems to operate in the referenced environments? If so, when would the software be provided to the contractor? Would this software be installed on site? Or can it be installed and configured at the contractor's facilities? Furthermore, would any other type of software "configuration" (such as network addressing or other related protocols) be required? A. The awardee will not be responsible for installing Government software. Only the units will operate with the current operating system. 29. Q. Reference: "The contractor will also be required to provide a 180 day, next day response on-site warranty for the complete installation." We interpret the reference question to require that the contractor: Provide a total of 180 day, on-site warranty form the date of successful installation. Provide on-site service within the next business day after receipt of notification of failure from the Government. Is this a correct interpretation of the requirement? A. The contractor will provide a total 180-day warranty from the date of installation, and on-site service within the next business day after the receipt of notification. 30. Does the "lockable" requirement, refer to physical access to the inside of the case or software access to the system? A. Lockable Mid -Tower case refers to physical access not software access. 31. Q. Does the end-user, want a video card in the system at all? If so, 2 or 4 MEG? A. A 4 MEG video card is required for all units. 32. Q. One of the systems we will be quoting only has support in Yokosuka; Sasebo would have to take the parts to Yokosuka for service if need be. Is this acceptable? A. A one-day response time is required for both sites in Japan. (0098)
