Pileggi 301-619-4070 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) sub part 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. Solicitation number VA-797-98-F2Q-0011 is issued as a Request for Quotation. The Government intends to solicit and negotiate with only one source (AAR Cadillac Manufacturing) under authority of FAR 6.302. Interested persons may identify their interest and capability by responding to the requirement or submit proposals. The solicitation document and incorporated provisions and clauses are those in effect through FAC 90-46. The SIC code is 3537 and the small business size standard is 750 employees. The contractor shall provide the following: Quantity of 5 each 80373750 Conex Model ISU-90 4DR, Assy# 50002-002; quantity of 3 each of Hazmat access panel (factory installed on three of the above item), #52102-32, Forest Green; quantity of 2 each Field Repair Kit, Assy# 60085-001. Place of delivery is to Minot Air Force Base, ND. Delivery, which shall be FOB DESTINATION, shall occur 90 calendar days after award of the purchase order. Offerors responding to this announcement shall provide the information contained in FAR clause 52.212-1, Instructions to Offeror -- Commercial Items and shall include a completed copy of provision 52.212-3, Offeror Representations and Certification -- Commercial Items. An authorized representative of the offeror must sign these representations and certifications. The Offeror shall also provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code (DUNS number) and Tax Identification Number. Clause 52.212-2, Evaluation -- Commerical Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. (1) Technical capability, (2) past performance, and (3) price. Technical and past performance when combined are significantly more important than price. Offerors shall provide technical information and a minimum of three past performance references, preferably government references. The resulting firm fixed price award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
