This is a combined synopsis/solicitation for Offset Paper, prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION. UNICOR Federal Prison Industries,
Inc. is requesting proposals for Offset Bond Paper #50, White,
18.5-Wide roll, Long Grain, Finish Smooth, Federal Spec. JCP-A60,
Product Code (9310), Stock Item No. (PBD0383), and Paper Chipboard
Rail, 18-1/2"X22-1/2"X.022, Grain-short, Stock No. (PCB0157), Grade
Railroad BD. This solicitation is a FIRM FIXED PRICE REQUIREMENT FOR
EIGHT (8) MONTHS. Quality is between 700,000 and 1.4 million lbs. paper
and between 700,000 and 1.4 million sheet of chipboard. Delivery will
be in Truck load quantity of approximately 44,000 lbs.. The PERIOD OF
PERFORMANCE will be for EIGHT (8) MONTHS. DELIVERY WILL COMMENCE ON OR
ABOUT MAY 1, 1998 AND CONTINUE ON AN "AS NEEDED/WHEN BASIS" THROUGH
DECEMBER, 1998. VENDOR IS REQUIRED TO DELIVER WITHIN 14 ARO. All
shipments of Roll Paper and Chipborad must be on pallets stacked no
more than 3 rolls paper per pallet and chipboard to be stacked
accordingly. Rolls must be individually wrapped to prevent
spoilage/damage. All stacked roll and chipboard must be securely
attached to pallet to prevent damage while in transit. It will be
necessary for the contractor to supply a brief statement with each
shipment indicating the material supplied is covered by their
warrantly. The statement must include the following: (1) The substance
of the warranty (2) Its duration and (3) Who to notify if the supplies
are found defective. SPECIAL NOTE: The minimum brightness level of the
paper should be 80 percent. All paper cores shall be 3" inside
diameter, disposable but crush resistant. Outside diameter roll
requirements are 40" on roll stock. This solicitation is issued as a
requested for Proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-42. The Standard Industrial Classification Code
is 51111 and Small Business Size is 100. Paper used in this
solicitation should be recycled. If you can not provide recycled,
indicate "Virgin" beside the line item. Award will be made for recycled
paper first. Minimum Post Consumer Waste Content is 50% Wastepaper
Content with 20% Post Consumer Waste. Delivery is to be F.O.B.
Destination to UNICOR, USP Leavenworth, KS. Evaluation factors are:
Past Factors are: Past Performance and Price. The evaluation factors
will be evaluated as being substantially equal. The Government reverves
the right to make award on initial offer received without disucssions.
Offerors shall submit signed and dated offers, either on a SF33, or
letterhead stationary to Federal Prison Industries, 400 First Street,
N.W., 7th Floor, 20534, Attn: Bid Custodian, Washington, DC 20534 or
overnight or Federal Express mail to same address and attn: Bid
Custodian. Facsimile offers are accepted at (202) 305-7363/65. Clause
52.215-18, Facsimile Proposal(s) is applicable. Offers must be received
by 2:00 p.m. May 14, 1998 and indicate name, address and telephone
number of bidder, technical description of the item being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation, terms of any expressed warrantly, price and any discount
terms, remit to address if different than mailing address, a complete
copy of representations and certifications. Offeror must hold prices
firm in its offer for 60 calendar days from the date specified for
receipt. If offer is not submitted on a SF33, a statement specifying
the extent to agreement with all terms and conditions and provisions
included in the solicitation. All offers that fail to furnish required
representations and certifications or information or reject the terms
and conditions of the solicitation may be excluded from consideration.
