This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation WILL NOT be issued. Solicitation number N61339-98-Q-2010 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. The following synopsis is for the purchase of ASME-PVHO-1-1997 compliant acrylic viewports for upgrade of Device 9A9 and 9A1B hypobaric chambers in use by the government as altitude training devices. Specifically, the windows for six (6) Device 9A9 chambers (devices located in NAS Lemoore, CA, NAS Norfolk, VA, NAS Miramar, CA, Cherry Point, NC, Jacksonville, FL, and Pensacola, FL) and one Device 9A1B chamber (located at NASWhidbey Island, WA) will be upgraded from the existing material (glass) to ASME-PVHO-1-1997 compliant acrylic. This announcement constitutes a request for the commercial items as described below. Device Description: The 9A9 and 9A1B hypobaric chambers, hereafter referenced as "chambers", provide altitude effects and hypoxia awareness training to various government and armed forces activities. Each device currently uses glass for viewing window surfaces which is less desirable than ASME-PVHO compliant acrylic. Deliverables with Description: The government's objective is to procure services for fabrication of ASME-PVHO-1-1997 compliant acrylics windows, gaskets, and associated hardware. The upgrade of the chambers will include the replacement of the existing glass viewing windows with acrylic windows. Exact size of each window will be delivered to the contractor. Window sizes as reflected in NAVFACENGCOM report are provided for estimated purposes only as follows (Window, Nominal Size (quantity) and Quantity Spares): Device 9A9 -- Chief Observer Window, 20"x88" (6), 2 spares; Side Window, 20"x36"(48), 12 spares; Lock Door, 12"x18" (12), 4 spares, 18"x18" (6), 2 spares; Bulkhead, 20"x30" (6), 2 spares. Device 9A1B -- Chief Observer Window, 14"x74" (1), 1 spares; Side Window, 20"x25" (3), 1 spares; Lock Door, 14" diameter (3), 1 spares; Bulkhead, 7"diameter (1), 1 spares. The replacement effort shall reflect and employ the findings resulting from a "Code-Case" study on the performance of acrylic viewports (results of study to be provided by the government) to ensure that the final product is safe. The government's objective is to obtain all the commercial documentation needed to support the procured commercial items. Parts list shall include assemble and installation procedures, nomenclature, material, P/N, quantity, source, price; special tools and test equipment requirement; special instructions reqarding window inspection, safety, and cleaning; warnings and hazardous instructions. Any new information is to provided to the government. Quotation should include spparate pricing for lots as follows: Lot I(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Pensacola, Florida), Option Lot II(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Cherry Point, NC.), Option Lot III(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Jacksonville, Florida), Option Lot IV(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Miramar, CA), Option Lot V(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Norfolk, VA), Option Lot VI(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A9 located at NAS Lemoore, CA), Option Lot VII(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials for Device 9A1B located at NAS Whidbey Is., WA), Option LotVIII(ASME-PVHO compliant Acrylic windows, gaskets, and supporting materials, spares for all above mentioned devices). Spares prices should also be broken out by piece. Response should address detailed method of replacement and protection of the viewpoint surfaces. Best Value Award Factors: Pricing, delivery schedule, risk, and past performance. The contracting officer is not responsible for locating any information not identified in the quote and reasonably available. FAR 52.212-1, "Instructions to Offerors -- Commercial Items" is incorporated by reference and applies to this acquistion. FAR 52.212-2 "Evaluation -- Commercial Items" is incorporated by reference and applies to this acquisition. The Government intends to award a contract, without discussion, to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors shall include a completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications -- Commercial Items" with its quotation. In addition, offerors shall include a completed copy of the provision at DFARS 252.212-7000, "Offeror Representations and Certifications -- Commercial Items" with its quotation. FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items" is incorporated by reference and applies to this acquisition and resulting purchase order. The following terms and conditions are added as an addendum to this clause. The resulting purchase order will be a firm-fixed-price purchase order. FAR 52.232-33, "Electronic Funds Transfer Payment" is incorporated by reference. FAR 52.212-5, "Contract Terms and Conditions Required To Implement Statues or Executive Orders -- Commercial Items" applies to this acquisition along with the following additional FAR clauses, cited in clause 52.212-5: 52.222-26, "Equal Opportunity"; 52.222-35, "Affirmative Action for Special Disabled and Vietnam Era Veterans"; 52.222-36, "Affirmative Action for Handicapped Workers", 52.225-3, "Buy American Act -- Supplies (41 U.S.C. 10)"; 52.225-21, "Buy American Act -- North American Free Trade Agreement Implementation Act -- Balance of Payments Program". DFARS 252.212-7001, "Contract Terms and Conditions Required To Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items" applies to this acquisition along with the following additional DFARS clauses, cited in clause 252.212-7001: 252.225-7001, "Buy American Act and Balance of Payment Program" and 252.225-7007, "Trade Agreements". Simplified Acquisition Procedures apply. Inspection and acceptance shall be made at destination.
