Contract Specialist Shonn Moore (410) 278-5034 (Site Code DAAD05) The
Army Materiel Command Acquisition Center (AMCAC), Aberdeen Proving
Ground, is soliciting concepts for innovative research and development
projects. The mission areas included in these projects are: Weapons of
Mass Destruction Countermeasures; Investigative Support and Forensics;
and Surveillance, Collection and Operations Support. The AMCAC is the
procuring office for this Broad Agency Announcement (BAA) for the
Office of Special Technology, located in Fort Washington, MD, who is
the program office sponsoring this BAA. The information in this
announcement, along with the BAA package (that offerors must request
from the AMCAC), constitutes a solicitation of concepts from those
offerors capable of satisfying the government's needs. The government
encourages non-profit organizations, educational institutions, small
businesses, small disadvantaged businesses, government laboratories,
and HBCU/MIs to submit research concepts for consideration. The BAA
selection process will be conducted in three phases.The Phase I
submission shall be a one page vugraph chart. The Phase I submittal
shall be due no later than 20 days from the issue date of the BAA
package. Phase I concepts received after that date will not be
considered by the government. Phase II will include those offerors
selected for continued evaluation by the government, who will be
invited to submit a 10 page (maximum) white paper concept. The Phase II
submittal shall be due no later than 30 days from the issue date of the
government invitation letter. Phase III will also include those
offerors selected for continued evaluation by the government, who will
be invited to submit a 50 page (maximum) full proposal concept. The
Phase III submittal shall be due no later than 30 days from the issue
date of the government invitation letter. Potential offerors are
encouraged to request the BAA package from the AMCAC as soon as
possible to ensure compliance with the Phase I submittal deadline.
Potential offerors must obtain the BAA package itself,
DAAD05-98-T-1177, which describes the full process for concept
submission/evaluation. This BAA package will be made available after 15
days from the date of this synopsis upon written, facsimile, or
