marinok@volpe1.dot.gov. The Volpe Center plans to solicit, through
Simplified Acquisition procedures, a sole source through Green Reviews,
Inc., Fort Lee, NJ, to review project documents, provide technical and
consistency checks on draft reports and additional technical expertise
as needed for the United States Postal Service (USPS) Headquarters
Quality Assurance Reviews (QARs) phase 4. The contractor will be
required to review project instructions written by a third party for
the phase 4 QARs and the training program to ensure it will be
consistent with the earlier phases. The first draft of the QAR report
will be submitted by a third party, which the contractor will review to
make certain that protocols set forth by the third party for
Headquarters QARs have been followed. Small Business firms classified
under SIC Code 8711 interested in proposing on this requirement must
demonstrate in writing within 15 days from the date this notice is
published that they have: (1) extensive experience with the USPS
Environmental Management Policy (EMP), which includes developing
instructions and USPS Area QAR plans, leading national QAR team
training sessions and resolving disputes with District Environmental
Compliance Coordinators (DECCs) after conducting QARs; (2) direct
experience auditing Postal Service facilities nationwide and be
familiar with systematic methods of verifying compliance with 17
different regulatory programs at the federal, state and local levels
and assessing conformance with USPS policies and procedures; (3)
experience with developing summaries of the yearly findings and
distributing it to all facilities participating in the national QAR
program. Small business firms will be required to submit documentation
in support of the above for evaluation prior to receiving a quotation.
