Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate with Aspen Systems
Corporation, Rockville, Maryland, for services to conduct a study by
surveying crime laboratories, technical working groups and American
Society of Crime Laboratory Directors (ASCLD) members. The study shall
be performed in two phases: Phase I shall consist of the planning and
design of the survey instrument and Phase II shall consist of the data
collection, analysis and reporting of the results. Tasks under Phase I
shall include: 1) Form Technical Advisory Panel (TAP), 2) Perform a
literature review, 3) Conduct site visits, 4) Conduct TAP meeting for
survey development and analysis, 5) Conduct pretest, 6)Prepare analysis
plan, 7) Conduct TAP Teleconference, and 8) Prepare Office of
Management and Budget clearance package. Phase II shall include
conducting the survey, The contractor shall provide bimonthly reports
and a final report. F.O.B. Destination, Gaithersburg, Maryland. The
period of performance forthis order shall be one year from date of
award.The proposed action is for services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement. This notice of intent is not
a request for competitive proposals. However, all responses received
within 15 days after the date of publication of this synopsis, will be
considered by the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the Government. Written responses to
this solicitation shall contain sufficient documentation to establish
a bonafide capability to fulfill the requirement. A solicitation is not
