combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Government intends to
conduct ship motion analysis trials on the Incat 046 AKA "Devil Cat",
which is scheduled to depart Australia on 19 April, 1998. During the
transit from Australia to the Panama Canal and Fort Eustis, Va. and
when sea conditions are seastate 3 on the Beaufort Scale, the
contractor's vessel shall perform the trials at the direction of the
Government representative onboard. Each trial shall consist of an eight
leg circuit, at speeds between 30 knots and the vessel's advertised
maximum operations speed of 43 knots. Each leg shall be at least 30
minutes in duration. The Government representative may order from one
to four trials under this paragraph. Vessel shall be available for
Government use to conduct exercises for static loading/unloading.
Vessel plans and autocad drawings (if provided) will be reviewed and
validated against the actual vessel. In addition, vessel construction
technique will be documented for eventual comparison to manufacturing
capabilities found in representative US shipyard (small, medium and
large). In enroute sea conditions do not permit accomplishment of the
trials, a 5-7 hour trial, without military cargo loaded, may be
conducted in the vicinity of the Virginia Beach NOOA buoy. This trial
would occur only if sea conditions are projected in excess of SS3; if
sea conditions are less than SS3, this trial will take place if earlier
trials were not able to generate sufficient usable data. When the
vessel arrives at Fort Eustis, VA, the Government will provide a berth
at 3rd Port. Activities at Fort Eustis include the load/offload of
cargo representative of what might be included in the Army After Next
of other early entry forces such as: HMWVV stripped down, with trailer;
HMWVV with communications shelter; 20" containers on mobilizer; an
attack helicopter at stripped dimensions (NTE 105"), etc. The 7th Group
will also perform the vessel loading and unloading. While at Fort
Eustis, the US Coast Guard will board the vessel to insure all
documents to insure the vessel conforms to applicable international and
US standards. Responses to be provided in accordance with the
Government Standard Form (SF) 1449. Box 24 shall describe the
firm-fixed price for each trial at an anticipated fuel usage price. If
we exceed the anticipated fuel price then we would be responsible for
