Laboratory anticipates awarding two Indefinite Delivery Indefinite
Quantity (IDIQ) type contracts for architectural and engineering
services. Both awards are expected to be made within four months from
the date that this synopsis appears in the Commerce Business Daily
(CBD). It is estimated that the maximum total fee of orders to be
placed under each contract, including the option year will not exceed
$500,000. The minimum value the Government will be required to order
will be $5,000. No single order shall have a fee in excess of $300,000.
The contractor shall provide multi-disciplined design work. Design
skills should be shown for the following building types: office
building, industrial warehouses, general laboratory space and new
detached support buildings. Typical project work may include (a)
general building renovation work such as repair/replace roof; windows;
doors; ceilings; floors; restrooms; parking lots (to include
landscaping and sidewalks); exterior/interior building finishes; HVAC
system and components; plumbing system and components; and interior and
exterior electrical system and components; (b) minor building
additions; and (c) studies relating to code research, space planning,
cost analysis, and architectural evaluation. Asbestos and lead are
known to be present. The A&E firm shall identify and provide a design
which will accommodate the disposal of these materials in the
construction plans and specifications in accordance with applicable
rules and regulations pertaining to such hazardous materials. The first
order to be placed under each contract will be for the construction of
a new storage mezzanine one on the east side of Building A-59 and the
other on the west side of Building A-59. The new building may be
either masonry or pre-engineered metal. Firms responding to this
announcement must do so in accordance with Note 24, with the exception
of the following: In accordance with DFARS 236.602-1 the evaluation
criteria are as follows, listed in descending order or importance: (1)
Specialized experience and technical experience in the type of work
required. A/E Firms should indicate past experience by citing examples
of the work required; (2) Professional qualifications of personnel and
proposed subcontractors for the project. Give examples of similar
projects performed by the team and the duties performed by each team
member: (3) Capacity of the firm to accomplish the work within the
required time limits; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographic area of the project, provided, that application of
this criterion leaves an appropriate number of qualified firms, given
the nature and size of the project; Be sure to include subcontractors,
if proposed; (6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design; (7) Volume of work previously awarded to the firm
by the Department of Defense. Those firms that meet the requirements
described in this announcement, and wish to be considered, must respond
no later than the 30th calendar day after the date of appearance of the
announcement in the CBD. Should the due date fall on a weekend or
holiday, the response will be due the first work day thereafter. The
proposed contract listed here is to be awarded under full and open
competition. It is anticipated that an Indefinite Delivery Indefinite
Quantity (IDIQ) type contract will be awarded with a period of
performance of twelve months from date of contract award with the
option to extend for an additional twelve months. This is not a request
