E-MAIL: Jason O. Jeffries, jason.o.jeffries1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Proposal (RFP) for Administration, Modification and Use of the MultiLinx Software System. NASA/JSC intends to purchase the items from General Research Corporation (GRC). GRC will provide database administration, support the implementation of the X-38 DR System, provide sustatining engineering and technical support for the MultiLinx tool and provide System Engineering Support for the X-38 Vehicle 201 development. This effort can only be performed by GRC because the MultiLinx data structure and code are proprietary data owned by GRC. No other software exists in the market place which encompasses all of the functions performed by MultiLinx in a single integrated environment. The period of performance for this contract is one year. The Government intends to issue a firm, fixed price contract. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFP. All qualified responsible sources may submit an offer which shall be considered by the agency.
