-- Industry Forum. The Fleet and Industrial Supply Center (FISC),
Norfolk Detachment Philadelphia will conduct an Industry Forum to
identify sources that have the ability to provide telecommunications
support services for Naval Computer Communications Detachment
(NAVCOMTELDET) Brunswick, Maine. A summary of the requirements are
provided as follows; (1)Tactical Support Communications (TSCOMM): This
work involves maintaining the Western Atlantic Vector Patrol (WLVP)
broadcast; maintaining various command and control networks such as
Officer in Tactical Command Information Exchange Subsystem (OTCIXS),
Demand Assigned Multiple Access (DAMA), Naval Modular Automated
Communications Systems (NAVMACS), Extremely High Frequency (EHF), Joint
Over-the-Horizon Targeting System (JOTS) and LINK 11; technical control
functions such as Circuit Exchange Terminal (CXT), cryptographic gear,
multiplexers, modems, transceivers, receivers, transmitters and
monitoring line quality; providing various reports; performing daily
liaisons with Commander Patrol Wing Five and Squadrons; providing real
time communications status; conducting briefs/debriefs for US, Allied
and NATO flight crews. This work will be performed on a 24 hours a
day, 7 days a week basis; (2) Communications Security Material System
(CMS) Flight Issue: This provides local holder status for a 75 line
item inventory. This work involves the accountability, verification,
issuing and destruction of communications security material on a 24
hours a day, 7 days a week schedule; (3) Message Center: This center
provides 24 hours a day, 7 days a week secure electronic messaging to
58 subscribers using various computer systems such as Message
Distribution Terminal (MDT), Personal Computer Message Terminal (PCMT),
Multi-Level Mail Server (MMS); (4)GATEGUARD and NAVMACS: This work
involves performing message center system administrative functions and
hardware maintenance; acting as message service center; notifying
customers of high precedence messages; acting as regional coordinator
for all messaging services; providing a help desk 8 hours a day, 5 days
a week. (5) Maintenance: This work involves preventative and corrective
maintenance of all TSCOMM and message center equipment and systems as
well as antenna maintenance to include 8 high frequency, receive-only
towers and grounds keeping for approximately 16 acres; 14 roof mounted
send/receive antennas. Additionally, work will include the
coordination for installation, repair and testing of all equipment with
various Navy and civilian organizations. (6) Communications Security
Material System (CMS): This work involves management of an inventory in
excess of 2200 line items in support of operations on a 24 hours a day,
7 days a week basis. Acts as consolidated control point (CCP) for
Northeast; receives Defense Courier Service (DCS) material for 7
commands. This work also involves the management of 5 STU III accounts
comprised of approximately 150 STU III telephones; (7) Frequency
Management: This work requires the management of all operations
relating to frequency management for NAS Brunswick; and (8) Security
Requirements: All personnel provided must possess a Top Secret/NATO
clearance; all maintenance personnel must attend the 3 week crypto
maintenance school; the CMS Custodian and CMS Alternate Custodian must
attend the 2 week CMS school in Newport, RI prior to assumption of
duties; 30% of personnel must attend the 8 week TSCOMM operator course
in Norfolk, VA and all personnel are subject to random urinalysis. The
Industry Forum will be held at the NAVCOMTELDET Brunswick, Maine.
