SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet and Industrial Supply Center
(FISC) Norfolk, Detachment Philadelphia intends to acquire, through
other than full and open competition, non-personal services for the
overhaul of two (2) HL-60/9HS Speedup Gearboxes, one (1) A700-3300 Main
Absorber, and one (1) BS-300 Tail Torque Absorber for use with the Main
Transmission Test Stand (MTTS) and the Tail and Intermediate Gear Box
Test Stand (T&I TS) in support of the SEAHAWK (SH-60B) Helicopter
Transmission Test Facility installation at Corpus Christi Army Depot
(CCAD), Corpus Christi, TX. Specific services include the following:
Disassemble and Inspect and Report on Findings; Housing Bore
Inspection; Replacement of all Bearings and RTD Assemblies; Replacement
of all O-Rings; Replacement of GT Rings in Piston Assemblies;
Replacement of Disk Pack; Modification of High Speed Thru-Cpas to
provide Air Assisted Lab Seal; Inspection of Piston and Cylinder
Surfaces; Magnaflux Inspection of Gearing, Clutch Cap and Hub, Input
Shaft and Thrust Load Shaft for Indications of Cracks; Light Grind to
Restore Lead, Profile and Spacing of Gearset; Balancing of all Rotating
Assemblies; Replacement of Piston Springs; Replacement of RTD Gland
Seals; Replacement of Other Seals; Build Unit and Run No Load, Full
Speed Standard Spin Test; Build unit without Wave Springs; PGC Standard
Paint; Inspect Used Parts for Suitability as Spares; Reconfigure to
provide 4-20ma output to Lube Bypass Valves; Calibrate to provide
Linear Response with 0-100% Command; Provide standard format PGC
Reports of all Inspections and Tests and include list of used parts
suitable for reuse as spares; and Pack and Ship repaired components and
reusable spares back to CCAD Corpus Christi, TX. This acquisition
covers the Government's minimum needs. The solicitation will contain a
Statement of Work as appropriate. Performance will take place at
Corpus Christi Army Depot (CCAD), Corpus Christi, TX. A Firm Fixed
Price contract is contemplated. Requiring activity is NAVSEALOGCEN,
Mechanicsburg, PA. Inspection and Acceptance at Destination. The
proposed contract is for services for which the Government intends to
solicit and negotiate with only one source, Philadelphia Gear
Corporation of King of Prussia, PA, under the authority of FAR 6.302-1.
Philadelphia Gear Corporation is the only supplier of these services at
this time. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. The applicable Standard Industrial
