The Air Force Technical Applications Center (AFTAC) has a requirement
for seismic station mission support (SSMS). The stations are
Detachments (Dets) 313 (Sonseca, Spain) and 301 (Ankara, Turkey); and
Equipment Location (EL) 079 (Cambridge Bay, Canada). The primary
mission of these Dets/ELs is to collect and record seismic research
data and to transmit this data in near real-time to the Atomic Energy
Detection Center (AEDC) 24 hours per day, 7 days per week. The
contractor will provide services to operate, maintain, and support the
seismic stations. These stations are part of the US Atomic Energy
Detection System (USAEDS) network operated to monitor international
weapons limitation treaties. Additionally, Dets 313 and 301 will become
part of the International Monitoring System (IMS) under the
Comprehensive Test Ban Treaty (CTBT). AFTAC will provide government
furnished property (GFP) required to operate, maintain, and support the
stations. No security clearances are required. Contractor functions
will encompass routine electronic maintenance, routine vehicle
maintenance, controlling and accounting for equipment and supplies,
requisitions, troubleshooting data communications equipment,
maintaining a technical library, data and power line troubleshooting,
routine and emergency intrasite communications maintenance, data
recording and reporting, station equipment checks, and station
calibrations. Additionally, there is a ground filter unit (GFU) at Det
301. The contractor will perform all functions at EL 079. Det 313 and
301 will be operated by host country personnel. In these locations,
the contractor will serve as a liaison team and provide training,
guidance, and limited assistance to the host country personnel in
operating and maintaining the seismic station. Assistance will be
limited to performance of the tasks with the intent to instruct or
provide guidance to host country personnel and in the presence of host
country personnel. The contractor will, however, provide full
performance of some support tasks, including: routine vehicle
maintenance, controlling and accounting for equipment and supplies,
requisitions, and maintaining a technical library. This program is
anticipated to be a single award with four 1-year options for EL 079
and up to two 1-year options for Dets 313 and 301. Additionally, there
may be options for up to 2 additional seismic stations whose locations
are yet to be determined. Full and open competition procedures will be
used. The applicable SIC code is 8744 and the small business size
standard for this acquisition is $5.0M. Respondents must indicate their
status as a foreign-owned/foreign-controlled firm and any contemplated
use of foreign national employeed on this effort. The formal
solicitation date of 29 May 98 and proposal due date of 30 Jun 98 are
tentative. Availability of the documents will be limited to electronic
