The contract is a combination firm fixed price and indefinite quantity contract with a minimum guarantee of work of the firm fixed price portion of the contract. The proposed contract is 100% small business setaside, the size standard for which is a concern, including its affiliates, having an average annual sale or receipts for its preceeding three fiscal years not in excess of $12,000,000.
