Army, U.S. Army, Garrison, Hawaii, has received an unsolicited
proposal for an Energy Savings Performance Contract (ESPC) for
daylighting of seven warehouse buildings located in the Schofield
Barracks area, with the potential for submission of additional
daylighting projects in other federal buildings in the State of Hawaii.
Additional daylighting projects to be accepted at the option of the
Government. Competing unsolicited proposals may be submitted by other
firms that have been prequalified by the Department of the Army,
Huntsville, Alabama, for ESPC contracts with the Department of Defense.
Prequalified firms interested in providing a competing proposal must
respond in writing to the Directorate of Contracting, Attn: APVG-GKL
(Carol Kohagura), Building 520, Fort Shafter, Hawaii 96825-5025 within
15 calendar days of this notice or by April 28, 1998, whichever is
later. No formal request for proposals will be issued. Interested
prequalified firms responding to this notice will be required to attend
a one-day site visit and briefing at 9:00 a.m., Building 372, Schofield
Barracks, Hawaii, on May 4, 1998. The purpose of the briefing will be
to provide information regarding the Army's goals and objectives for an
ESPC, data pertaining to the selected warehouses, and information
regarding proposal requirements. Competing proposals submitted by
prequalified firms and received by June 1, 1998, will be considered and
