(EPA) Headquarters in Washington, DC has a policy aimed at improving
air quality and reducing traffic congestion by offering employees
incentivies to commute to and from work using public transportation. A
transit benefit program can only be successful if it results in
changes to employee's current commuting patterns and increases reliance
on public transportation. Federal Agency participation in specific
transit benefit programs is authorized by Public Law 103-172. The
Washington Metropolitan Area Transit Authority (WMATA) provides fare
media which is accepted by virtually all public transportation
providers in the Washington DC area. The WMATA issues "Metrocheks"
which may be purchased directly from them by employers and subsequently
exchanged for transportation services from participating providers.
Therefore, to meet its objectives, EPA anticipates sole-source
negotiations with WMATA to obtain "Metrocheks" employee transit benefit
program. The anticipated contract will be a Requirements type with a
