61 -- DIESEL GENERATOR SETS SOL N68936-98-R-0113 DUE 042498 POC Janelle M. Etoch, Contract Specialist, (760) 939-9669 This is Part 1 of a 2 Part Synopsis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Solicitation Number: N68936-98-R-0113, and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-03 and Defense Acquisition Circular Number 91-12. This solicitation contains two contract line item numbers (CLINs 0001 and 0002). Description of requirement: 0001 -- 1 unit, 50 KW Generator set, trailer mounted with sound attenuated enclosure; 0002 -- 11 units, 25 KW Generator set, trailer mounted with sound attenuated enclosure, all units to be identical. The term unit refers to the generator, motor, enclosure, controls,fuel tank, trailer, and all attached/related components as one operational assembly. All units will be 1998 year models or newer and will meet or exceed the following basic requirements and specifications: GENERATORS: 50 KW Continuous Stand-by power @ 1800 RPM; 25 KW Continuous Stand-by power @ 1800 RPM. 25 KW units and 50 KW unit: 1) Multi Voltage, 12 lead, 3 phase, 60 Hz; 2) Voltages required: a) 120/208; b) 120/240; c) 277/480; 3) Multi-trip circuit breaker for generator protection; 4) Electronic Voltage regulator with 1% regulation or better; 5) Class F insulation, or meet temperature rise standards of class F insulation; 6) Generator, field circuit and thermal overload protection. The 25 KW units will additionally require Voltage selection switch for selecting: 1) 120/208 volts; 2) 120/240 volts; 3) 277/480 volts. ENGINE: 25 KW units and 50 KW unit: 1) Diesel powered; 2) Water Cooled; 3) Secondary fuel filter; 4) Electronic governor control, Isochronous; 5) Fuel lock out solenoid; 6) Exhaust silencer; 7) Jacket water heater-1000 watt/120 volt; 8) Flexible fuel lines; 9) Conformance and certification of compliance with current EPA and South Coast Air Quality Management District (SCAQMD) requirements. The 25 KW units will not exceed 50 Horse Power (HP). CONTROL CONSOLE: 25 KW units and 50 KW unit: 1) Frequency, Voltage, and Amperage Meters; 2) Phase selector switch for voltage and amp meters; 3) Auto/manual start switch; 4) Voltage adjusting rheostat; 5) Shutdown and indication for: a) Low oil pressure; b) High temperature-Low water; c) Overspeed and starter overcrank protection; 6) Run time hour meter; 7) Full engine instrumentation; 8) Battery charger, 10 Amp. 25 KW units require three position selector switch off/manual/auto. WEATHER PROTECTIVE SOUND ATTENUATED ENCLOSURE: 25 KW units and 50 KW unit: 1) Sound attenuation 76 dBA or less at 25 feet; 2) 12 gauge galvanized steel or stronger; 3) Stainless steel hardware; 4) Access doors to engine, generator, and controls; 5) Double wall fuel tanks with spill and low level warning systems, UL approved a) 75 gallon minimum capacity for 25 KW units; b) 100 gallon minimum capacity for 50 KW units. TRAILER: 25 KW units and 50 KW unit: 1) Meets or exceeds all DOT and California DMV regulations for highway and off road use; 2) Adjustable G/I Pintel hitch; 3) Swivel jack; 4) Surge brakes; 5) Stop, turn, tail, and running lights with standard 7 pin trailer connector 6) Vibration isolation system between trailer and generator assembly; 7) Minimum weight capacity 5000 pound. Weight capacity of trailer must exceed total wet weight of generator unit with enclosure and full tank of fuel by at least 15% a) Single axle for 25 KW units; b) Tandem axle for 50 KW unit. ADDITIONAL ITEMS: 1) Three (3) sets manuals, (each set includes Service/maintenance, parts, and operation manuals) for 25 KW unit; 2) Three (3) sets manuals, (each set includes Service/maintenance, parts, and operation manuals) for 50 KW unit; 3) All units will meet applicable requirements of the SCAQMD, will be pre-approved as certified equipment, will be EPA-certified as required under 40 CFR Part 89. The contractor shall provide the engine family name and documentation that a Certificate of Competency has been obtained from EPA for the engine model year provided of either 1998 or 1999; 4) Detailed Standard warranty information will be provided in the proposal; 5) Optional/extended warranty and pricing information shall be provided in the proposal.
