a 2 Part Synopsis. GENERAL INFORMATION: These units will be operated
under extreme conditions and exposed to desert, mountain, and ocean
environments. Operational conditions include temperatures in excess of
120 degrees and below freezing. They will be subjected to blowing
sand, alkali, rain, snow, salt laden air, high humidity, and very dry
conditions. Their typical use will require them to be transported over
extreme terrain; rock, mud, sand, unimproved roads, non-existing
roads, etc. Generators will be used to operate power sensitive
instrumentation systems and equipment for extended periods of time
under the conditions mentioned above. Instrumentation systems will shut
down if power is out of specification or slightly fluctuates.
Instrumentation System shutdown is not acceptable and could result in
loss of test data which is very expensive and usually cannot be
duplicated. Reliability, dependability, durability, availability,
replacement part availability, and compliance with environmental
regulations are important factors in the procurement. Offeror's shall
provide proposals on their units which are meet or exceed the
requirements specified above. If the offeror has options available that
are not listed in the above requirements in which the offeror feels
makes their unit better suited to the above requirements (consider
information provided in this synopsis) additional proposals shall be
provided including options, option prices, and justifications for them.
Offeror shall provide the manufacturer's name and country manufactured
in for the engine, generator, and trailer in addition to detailed
specifications. Offeror shall provide a list of all standard features
included on their units. All units are to be delivered to NAWCWPNS
China Lake, CA fully assembled and operation ready. Delivery point is
FOB Destination. Acceptance will be made at NAWCWPNS China Lake, CA.
Required delivery is within 120 days after contract award. Desired
delivery is within 60 days after award. FAR 52.212-1, Instruction to
Offerors -- Commercial Items, applies and is amended to read: Submit
signed and dated offers in one original to Naval Air Warfare Center
Weapons Division, 1 Administration Circle, Code 220000D, Attn: Janelle
Etoch, China Lake, CA 93555-6001 no later than 24 April 1998, 3:00 PM
local time. Offers may be submitted on letterhead stationery and, at
a minimum, must show: 1) Solicitation number; 2) Time specified for
receipt of offers (24 April 1998); 3) Name, address, and telephone
number of the offeror; 4) Technical description of the items being
offered in sufficient detail to permit evaluation of compliance with
the requirements in the solicitation. This may include product
literature, drawings, or other documents, if necessary; 5) Terms of any
express warranty, 6) Price and discount terms; 7) Remit to address, if
different from mailing address; 8) Complete copy of the
representations and certifications at FAR 52.212-3 and DFARS
252.212-7000; 9) acknowledgement of solicitation amendments, if any;
10) past performance information to include any relevant contracts for
the same or similar equipment and other references (including contract
numbers, point of contacts with telephone numbers, and other relevant
information; and 11) if the offer is not submitted on Standard Form
1449, include a statement specifying the extent of agreement with all
terms and conditions, and provisions included in the solicitation. The
proposal must be signed by an official authorized to bind the
organization. Offers that fail to furnish required representations and
certifications, or reject the terms and conditions of the
solicitation, may be excluded from consideration. The Government will
award a contract resulting from this solictation to the technically
acceptable, responsible offer whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The three basic evaluation areas are 1)
Technical; 2) Past Performance; and 3) Cost. Of the three areas,
technical is more important than Past Performance and Past Performance
is significantly more than Cost. The Technical Evaluation Area is
comprised of the following six factors listed in descending order of
importance: 1) Compliance with EPA and SCAQMD requirements; 2) Engine;
3) Generator; 4) Trailer; 5) Enclosure; and 6) Warranty. The Past
Performance area is comprised of the following two factors listed in
descending order of importance: 1) Manufacturers/offerors ability to
provide replacement parts (replacement parts availability) a) Time
frames replacement parts are delivered; and 2) Manufacturers/Offerors
ability to provide a reliable quality product a) Time frames products
are delivered. The offeror shall include a completed copy of provision
FAR 52.212-3, Offeror Representations and Certifications, Commercial
Items; and provisions DFARS 252.212-7000, Offeror Representations --
Commercial Items. The offeror is advised that provision FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders, Commercial Items and provision DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisition of Commercial Items,
applies to this acquisition. The following clauses apply under FAR
52.212-5: 1) 52.203-6, Restrictions on Subcontractor Sales to the
Government with Alternate I (41 U.S.C. 253g and 10 U.S.C. 2402); 2)
52.203-10, Price or Fee Adjustment for Illegal or Improper Activity (41
U.S.C. 423); 3) 52.219-8, Utilization of Small Business Concerns and
Small Disadvantages Business Concerns (15 U.S.C. 637 (d)(2) and (3));
4) 52.222-26, Equal Opportunity (E.O. 11246); 5) 52.222-35, Affirmative
