Request for Quotation (RFQ) for 850 ea. optical filters with
specifications as follows: the filters must be round, exactly .5 inches
in diameter and no thicker than 10mm; E-6 blocking 200-1200nm;
refractory oxides; 100 ea. with CWL=340nm, FWHM=2nm; 100 ea. with
CWL=440nm, FWHM=10nm; 100 ea. CWL=500nm, FWHM=10nm; 100 ea. CWL=1020nm,
FWHM=10nm; 100 ea. CWL=670nm, FWHM=10nm; 150 ea. CWL=870nm, FWHM=10nm;
100 ea. CWL=940nm, FWHM=10nm; 100 ea. CW=380nm, FWHM=2nm. Spectral
Band Measurements for all 850 filters are to be provided on disc. The
filters must meet exacting optical standards for long term stability
under variable temperature and humidity conditions. The filters will be
used in the AERONET sun photometers. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Barr and Associates, Inc., 2
Lyberty Way, Westford, MA 01886. GSFC has had previous success in using
Barr Associates ion deposition filters. Their filters can provide and
maintain the optical continuity with the past data. The filters have a
long term record of measurement. They also provide the long term
stability which is of the upmost importance. The data retrieved from
the AERONET instruments will be used to validate satellite retrievals
of aerosols. Filtered detectors on board satellite systems are provided
by Barr Associates indicating a high quality. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms have 14
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 14 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
