INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACT FOR UPGRADES, REPAIRS AND NEW CONSTRUCTION OF AIRFIELD PAVEMENT PROJECTS AT MILITARY INSTALLATIONS IN GEORGIA, NORTH CAROLINA AND SOUTH CAROLINA POC: CRAIG HARRELL AT 912/652-5150 CONTRACT INFORMATION: The Savannah District, U.S. Army Corps of Engineers, requires the services of Architect-Engineer firm for an Indefinite Delivery Indefinite Quantity contract. The design services are required for upgrades, repairs and new construction of airfield pavement projects at military installations in North Carolina, South Carolina, and Georgia. Any contract awarded as a result of this announcement will be administered by the Savannah District Corps of Engineers. **** The preponderance of work under this contract will be accomplished for Savannah District at project sites in GA, NC & SC; however, other Corps Districts may place orders against this contract for work at other locations. The contract will consist of a base ordering period and two option periods,each period not to exceed one year for a total of three years. The total of all task orders during each ordering period may not exceed $1,000,000. Individual task orders may not exceed $1,000,000. The total amount of this contract over the three year ordering period may not exceed $3,000,000. This announcement is open to all firms regardless of size. Large business offerors must identify subcontracting opportunities with small business, and small disadvantaged business on SF 255. If selected the large business offeror will be required to submit a small/small disadvantaged & women owned subcontracting plan in accordance with FAR 52-219.9 and DFARS 219.704/705 as a part of the Request for Proposal package. The following subcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 62% TO SMALL BUSINESS: 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF SMALL BUSINESS); 5% TO WOMEN-OWNED BUSINESS (A COMPOSITE OF SMALL BUSINESS). Large business firms that intend to do any subcontracting must convey their intent to meet the minimum subcontracting goals on the SF 255, Block 6. PROJECT INFORMATION: Task orders anticipated include design of rigid and flexible pavements for vehicle roadways, taxiways, aircraft parking aprons/ramps, runways and runway overruns. Task orders may also include supporting utilities such as storm drainage; electrical design support including built-in aircraft support outlets, security lighting, runway and taxiway edge lighting, and aircraft approach and related lighting, navigational aid equipment; design of aircraft refueling systems built into the respective pavement; Designs for wetlands mitigation may also be part of a given task order. Designs may consist of providing comprehensive planning and site investigations; soils analyses and topographic surveys (as required) to determine construction control criteria; concept, preliminary, and final design drawings, analysis and cost estimate(s). Construction phase services may also be included in the areas of shop drawing review, site visits during construction, preparation of Operation and Maintenance manuals. Cost estimates for these task orders shall be prepared in the latest versions of PACES and MCASES Gold software. The Savannah District will provide the software and user's manual free of charge to the selected A-E. The A-E shall prepare the drawings using graphics created Intergraph/Bentley Microstation PC Version 5.0 or later or Microstation 32. Three-dimensional capability is preferred. If the A-E uses AutoCAD or other software, then each design review submittal shall have an electronic version included submitted to Savannah District and be fully converted into the Microstation (*.dgn) format. The A-E shall possess the necessary software application(s) to give full translation capability of electronic files to Microstation *.dgn forma. Before selection, the pre-selected A-E's may be required to demonstrate the above conversion capability by translating a drawing to the Intergraph/Bentley Microstation format with proper leveling of elements, line weights, symbology, color, etc. as described in the Engineer Manual EM 1110-1-1807. Compliance with this requirement will be submitted as part of the SF 255 submittal. Firms responding to this announcement are requested not to transmit this plan with their SF 254. These designs will be in metric dimensions. The specifications will be produced in SPECSINTACT using Corps of Engineers Military Construction Guide Specifications. The A-E may be required to provide responses to design review comments using Corps of Engineers Automated Review Management System (ARMS). The software will be provided to the selected A-E **** 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance. Criteria a-e are primary. Criteria f-h are secondary and will be used as "tie-breakers" among technically equal firms. **** a. Specialized experience and technical competence in designs during the past 7 years that included: (1) Design of heavy airfield pavements and associated utilities, including aircraft hydrant fueling systems, preferably for the U.S. Military; (2) Geotechnical designs for major projects; (3) Computer aided Drafting and Design including translating between *.dwg and *.dgn files; (4) Automated construction cost estimating, PACES and MCASES Gold. **** b. Past performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules. **** c. Capacity to accomplish multiple simultaneous task orders and provide staff in the following disciplines: civil, geotechnical/soils, structural, electrical, mechanical, fire protection engineers and topographic surveyors. Please disregard the "to be utilized" statement at Block 4 of SF 255 and show the total strength of each discipline. **** d. Professional qualification of key management and professional staff members. The design team must include a Registered Fire Protection Engineer whose principle duties are fire protection engineering or a Registered Architect or Registered Engineer who is a full member in good standing of the Society of Fire Protection Engineers (SFPE). **** e. Knowledge of locality as it pertains to design & construction methods used in GA, SC & NC. *** f. Degree of participation of SB, SDB, WOB, HBCU or MI as prime contractor, subcontractor or joint venture partner. **** g. Geographic proximity of the firm to the project site. **** h. Volume of DoD contract awards in the last 12 months as described in Note 24. **** 4. SUBMISSION REQUIREMENTS: Interested firms having the capability to perform this work must submit ONE (1) copy of SF 255 (11/92 VERSION ONLY WILL BE ACCEPTED) for prime and ONE (1) copy of SF 254 (11/92 VERSION ONLY WILL BE ACCEPTED) for prime and each consultant (extra copies will not be kept) to the following address: U.S. Army Engineer District, Savannah, ATTN: CESAS-EN-EA (Ms. Smulevitz), 100 West Oglethorpe Ave., Savannah, GA 31401, not later than close of business the 30th day after the date of this announcement.
