Tank-automotive and Armaments Command (TACOM) intends to acquire
services under a single contract for the operations, maintenance and
management of the following: TACOM-Warren NETwork (TWNET -- including
servers, applications and related equipment), staffing the TACOM-WRN
HELP DESK (a.k.a. Customer Support Center), operating an
Audio-Visual/Media center and providing technical support functions for
TACOM TV, Administrative Services (which includes Mailroom and Records
Holding) and other support functions related to the operation of the
above areas. The majority of this requirement (both work wise and
dollar wise) deal with the Electronic Network at TACOM-Wrn. The RFP
DAAE07-98-R-Q217 will be a total small business setaside. We realize
that this procurement offers subcontracting opportunities and note
should be taken that the small business prime contractor is required to
do 50% of the work (based on funds) on the contract. The contract will
be a base year and six (6) option years. The type of contract will be
both Time and Material IDIQ and Firm Fixed Price. The firm fixed price
portion will be applicable to the Administrative Services area of the
RFP. This acquisition will be conducted using a Best Value acquisition
process. Since the Network is the backbone of the communications both
within and outside of TACOM the contractor chosen must have experience
and expertise with similar types of networks. TACOM intends to use
electronic means of communication to the fullest extent during the
entire acquisition process. The RFP will be released on the Internet at
