703-695-4905 This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement proposes for services for which the Government intends to
solicit and negotiate with only onle source under authority of FAR
6.302, a written solicitation will not be issued to interested sources.
(ii) NA; (iii) The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
Vol 60, No. 180, dated 09/18/97; (iv) This solicitation is has the
intention to negotiate with a Non-Profit Organization. The applicable
Standard Industrial Code (SIC) is 8999, the corresponding size standard
is $5.0 Million. This procurement is not covered by the Small Business
Competitiveness Demonstration Program. (v) NA; (vi) DESCRIPTION OF
REQUIRMENT: A Joint Office of Secretary of Defense (OSD) -- American
Association for the Advancement of Science (AAAS) Fellowship program.
(A) BACKGROUND: General description -- To develop in the private
sector, an increased awareness of career opportunities, and the
challenging aspects of defense research, such as defense systems
development, basic and applied research, advanced technology
development and systems engineering. Also, to provide current technical
knowledge to OSD programs. HOW THE REQUIREMENT EVOLVED -- The Dod
program was established (initiated originally 11/96 by the then Under
Secretary of Defense, Acquisition and Technolgoy, USD(A&T) Paul
Kaminski) to provide developmental opportunities and defense policy
learning experience to the best qualified, private sector scientist and
engineers, and to attract them into service in DoD. Office of Personnel
Management (OPM) approved a request for an authority to hire (Schedule
B, Sec., 213.3206 [d],[3]) persons with MAs or PhDs in various areas
of science and engineering. (In 1997087 the result was to Fellows in
the Program, one Air Force and one OSD). (B) PURPOSE AND OBJECTIVES OF
THE ACQUISITION: Specific Objectives of the Requirement -- Selectees
are to participate fully in a planned, developmental work program which
include formal briefings, orientation, and training assignments.
Particiapnts will integrate moder science, technology and business
practices into the area of defense in a number of non-scientific areas.
(C) SUPPLIER REQUIREMENTS: The contractor will provide the following
services: !Personnel (2-3 administrative); !Promotion and recruitment
advertisements (design, printing, postage, mailing); !Applications
(printing, mailing); !Office supplies and services (copy machine, fax
telephone, messenger services); !Interviewing services (candidate
airfare, if applicable, candidate living subsistence, if applicable);
!Selection committee (transportation and lunches); and
!Orientation/seminars. Direction on specific methodologies to be used:
Office of Personnel Management Merit Principles. Applicable of
specifications and standards: Candidates meet qualification requirement
for the GS-12 grade level based upon education and experience. (D)
GOVERNMENT RESPONSIBLITIES: Government furnished elements -- OSD
organization(s) will provide (temporary ( FTE space to support costs
associated with assignment of a participant for one (or two) year(s).
Government review and approval: An OSD Washington Headquarters Service
(WHS), Personnel and Security (P&S) sepcialist will review advertising
materials. (E) REPORTING REQUIREMENTS: !The selection process (which
includes the WHS, P&S representative) will result in a list of eligible
candidates. !The contractor will provide an itemized list of expenses
following closure all 1998-99 advertising and participant selection
procedures, July 1998. (F) CONTROL PROCEDURES: An OSD, WHS, P&S
specialist will participate in the review and ranking of applications,
the interview process, and the selection for the OSD participant(s).
(G) INSPECTION AND ACCEPTANCE REQUIREMENTS: !The selection process will
result in a listof highly qualified candidates that will be provided to
selecting officials. (Upon selection, standard entrance on duty
procedures (as for other prospective employees) will be used. (F)
