Center Division, Newport intends to award a 5 year Indefinite Delivery
Indefinite Quantity (ID/IQ) Services type contract with Cost Plus
Fixed Fee (CPFF) provisions with Term and Completion task orders to
obtain Engineering and Technical Services for the Code 71 Undersea
Warfare Systems (UWS) program comprised of the following tasks: Product
Assurance Electrical, Electronic, Acoustic and Mechanical Development
Software Programming and Development Analysis, Modeling and Simulation
Testing Support Documentation Support In the course of performing, the
successful contractor is required to establish detailed hardware and
software specifications and to also perform independent validation and
verification (IV&V) and testing of various systems, hardware
components and software. As a result, organizational conflict of
interest clauses will be applicable. Estimated contract award is for
approximately 900,000 hours which equates to 100 people comprised of 28
categories of labor with the following KEY categories:Senior Project
Leader(22,500), Senior Systems Analyst(36,000), Logistics Management
Analyst(36,000), Business Process Analyst III(18,000), Acoustic
Engineer(18,000), Senior Ocean Engineer(27,000), Electrical/Electronics
Engineer IV(18,000), Mechanical Engineer III(18,000), Computer Engineer
II(45,000), and Computer Programmer II(45,000). Best-value evaluation
criteria for Technical Capability and Cost factors are applicable and
Multiple awards with Oral presentations are expected. The Technical
Capability subfactors include Technical and Management Approach,
Personnel, Past Performance, and Facilities, . This is a follow-on

Technology, Inc. of New London, CT and N66604-95-D-E373 with Syscon of
