Traffic Safety Administration (NHTSA) is soliciting proposals to
develop a national public education campaign in support of the Partners
in Progress impaired driving initiative. The campaign theme and
materials must be: 1) focused on achieving the national goal of no more
than 11,000 alcohol-related fatalities by the year 2005; 2) based on
the recommendations contained in the seven areas of the Partners In
Progress: An Impaired Driving Guide for Action; and 3) professional and
of high quality, as well as easy to use/implement at the national,
state and local levels. The objective of this project is to develop and
implement a national public education campaign that supports reaching
the 11,000 by 2005 national goal and encourages the partners and the
public to get involved in solving the impaired driving problem. The
contractor will be expected to: develop the campaign theme and
materials (print and broadcast); solicit traditional and
non-traditional partners to assist in the campaign implementation;
write, produce and disseminate a Partners newsletter; and track the
major elements of the campaign. The contractor is to obtain the
necessary qualified personnel, materials, facilities, equipment and
services to support the development and promotion of the campaign and
its implementation. The government contemplates awarding a firm fixed
price contract. The resulting contract will be for a base period of
three years with two one-year options for a total of five years. Award
will be made to the offeror whose proposal is technically acceptable
and offers the best value to the government. Requests for this
