R -- SURVEY OF VETERANS' SATISFACTION WITH THE VA COMPENSATION AND PENSION CLAIMS PROCESS SOL RFP 101-17-98 DUE 042498 POC Arthur B. The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), has a requirement to administer a previously-designed mail survey of veterans' satisfaction with the VA Compensation and Pension Claims process. The requirement shall include the administration of the survey, the creation of a database, and reports of findings for each of the 57 regional offices. Approximately 40,000 questionaires shall be sent out (700 per office), with a return rate of 65 percent resulting in approximately 26,000 returned questionaires, given repeated follow-up techniques. Given the volume of the survey, and the short time frame (data shall be gathered in the early fall 1998), with reports due by the first week in January 1999). The capacity to machine scan the questionaires is essential. The questionaire contains approximately 83 questions, with one open-ended verbatim response at the end. In addition, a comprehensive report for each office (previously-designed), including user-friendly graphics, data analysis, crosstabulations, frequencies and a complete methodology shall be produced. These reports also include the results of more sophisticated analysis techniques, including quadrant analysis, and logistic regression analysis. The 150 page reports, specific to each office, must be substantially created through an automated report generation technique, whereby the graphics and charts are pre-programmed to automatically produce reports in the short time frame available. Offers are due May 27, 1998, 2:00pm (Eastern). All packages must be clearly marked with the solicitation number. Offers should be addressed to Department of Veterans Affairs, Arthur B. East, Contracting Officer (93A1), Room 765, 810 Vermont Avenue, NW., Washington, DC 20420. All requests for a copy of the solicitation may be mailed to the above address or by fax to (202) 273-7448.
