Government hereby provides notification of its intent to solicit
competitive proposals for providing transportation, warehousing, and
related services and supplies in support of the Cooperative Threat
Reduction (CTR) program. The base period of performance will be 1
August 1998 through 31 July 1999 and the option period will be 1 August
1999 through 31 July 2000. The overall objective will be to provide
multi-modal transportation and shipping services, including a broad
range of international cargo handling and transportation management
efforts. On an indefinite-delivery basis, orders will be issued for the
transportation of cargo to the CTR participating countries of the
Former Soviet Union (FSU) -- currently Russia, Belarus, Ukraine,
Kazakstan, Georgia, and Uzbekistan. Special attention will be required
for shipping to remote areas, security and safety of cargo, and
timeliness. Door-to-door cargo movement categories will include the
following: (1) within the Continental United States (CONUS) and its
territories to CONUS or European consolidation points; (2) CONUS to the
FSU; (3) England, Scandinavia, and Continental Europe to the FSU; (4)
between and within the FSU countries; and (5) return shipment to the
contractor's Washington DC area warehouse. Support will also include
shipment planning and execution, program management, In Transit
Visibility (ITV), and container acquisition and spotting. Pursuant to
the Cargo Preference Act of 1954, fifty percent (50%) of the gross
tonnage of CTR cargo must be transported on US flag commercial vessels.
The Standard Industrial Classification code is 4731. Although this
announcement is currently issued on an unrestricted basis, responsible
small business concerns are invited to identify their technical
capabilities. Written statements are required not later than 20 April
1998 and may be submitted via e-mail, facsimile, or hard copy.
Capability statements should be as concise as possible and should
address the following factors: (1) overview of corporate history and
personnel resources; (2) compendium of significant government or
commercial contracts; (3) past experience in arranging for complex
multi-modal transportation to the FSU; and (4) other pertinent
information that demonstrates the required capabilities. The Government
will consider any such statements received as marketing information
only and at the sole expense of the contractor. If adequate interest is
not received from small business, the solicitation will be issued as
unrestricted without further notice. The determination to set-aside for
small business concerns, based upon responses to this notice, is solely
within the discretion of the Government. All responsible sources may
submit a proposal which shall be considered by the agency. All
