Code 02W1.6K, (202)685-1272. The Fleet and Industrial Supply Center
(FISC), Norfolk Detachment Washington is seeking sources to procure
between 800 and 1,000 commercial credit cards to be used for vehicular
goods and services for government-owned and leased cars. The
contractor shall provide a commercial credit card that allows the user
to purchase vehicular goods and services, such as gasoline, vehicle
maintenance, 24-hour roadside assistance and other related services.
The cards must be accepted in the 48 continental United States. For
fuel purposes, the card shall be accepted by all of the following
vendors: Amoco, Apco, BP, Cenex, Chevron, Citgo, Conoco, Crown, Diamond
Shamrock, Exxon, Fina, Gulf, Marathon, Mobil, Phillips 66, Shell,
Sinclair, Sunoco, Texaco, and Unocal 76. For maintenance purposes, the
card shall be accepted by all of the following vendors: Firestone,
Goodyear, Uniroyal, Goodrich, General Tire, BF Goodrich, CarX, Speedy,
AAMCO Transmissions, Lee Miles Transmissions, Avis, Budget, Hertz,
National Rental Car, MAACO, Jiffy Lube, Minit-Lube, AvisLube, Safelite
Autoglass, USA Glass, Binswanger, and Globe Amerada. The vendors
listed above are the minimum standard. The contractor shall provide
24-hour roadside assistance in all fifty states. This service shall be
available on a 24 hour a day basis, 365 days a year, and have a
response time of no more than 45 minutes. This service shall provide
the following: jump starts, towing, and locksmith services. Each card
shall have a credit limit of $250.00, with the understanding that a one
time credit limit increase may occur due to an unforeseeable emergency.
The contractor will also be required to replace lost, broken or stolen
cards throughout the course of the contract at no additional cost to
the government. The card will be a series of numbers that identifies
the cardholder and the specific car. The contractor shall also provide
a system of security that makes it impossible for the card to be
traced if lost or stolen. There will be no use of individual letters or
specific written words that appear on the cards. They will not make
reference to the US Government or the Naval Criminal Investigative
Service in any way. The cards shall be organized into one main account
and seventeen different subaccounts, with different account numbers
for each. Responses are required on or before Friday, 22 May 1998. A
response to this request for information does not guarantee that a firm
will be solicited or that any solicitation will be issued as a result
of this request for information. Facsimile and telephone responses will
