services necessary for the Construction of WLMR Homeport, Rockland,
Maine. The work includes, but is not limited to demolition of an
existing 500 square foot pre-engineered metal building; demolition of
a cmu/brick veneer room addition to existing Station Maintenance
Building; construction of a new 3,200 square foot pre-engineered
building; modifications to existing utilities and construction of new
utilities. All work is at Coast Guard Station Rockland located in
Rockland, Maine. Work also includes Additive Bid Item 1: Demolish
existing 5HP compressor and distribution system and provide new 10HP
compressor and distribution system. All work shall be accomplished in
accordance with Specification No. DTCG47-98-B-3EFK08. All work shall be
completed within 270 calendar days after Award. Plans (half-size),
specifications, and all necessary bid documents will be available 30
April 1998 and may be obtained by submitting a check in the amount of
$35.00 per set (non-refundable) made payable to the U. S. Coast Guard.
To receive a solicitation and be placed on the bidder's list,
interested parties must submit a written request. Telephone inquires

DTCG47-98-B-3EFK08 is June 2, 1998 at 2:00 p.m. in Norfolk, VA.
Estimated construction cost is between $250,000.00 and $500,000.00. The
solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
