This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a request for proposal IAW FAR 15. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03, Dec. 9, 1998. This procurement is open to
all interested and qualified offerors. Interested offerors must request
the specification sheet for a singular system capable of providing
white sound masking, paging, and music distribution for administrative
office space (open and close concept) from the National Guard Bureau
Contracting Office by faxing their request to 703-602-4154, Attn.: MSG
Carmen Estrada. The Government seeks to purchase and have install
approximately 18,000 square feet per floor for 12 individual floors.
Proposed systems shall at a minimum include the following features: (1)
All equipment must be UL listed and meet applicable national standards.
(2) Equipment configuration and installation is required to be
specifically designed to the requirements being masked. (3) All system
components comprising complete installed system shall be from single
manufacturer. (d) Offers only be considered from
manufacturer/authorized dealer who has at least seven (7) years
experience in the manufacture, furnishing, and installation of white
sound masking systems. Submission should include a list of at least 5
past installations, covering both expired warranty and in-force
warranty installations. (4) System shall readily support telephone
paging or music background capability without adding additional systems
or installations masking equipment. System shall be capable of
inter-connectivity and functioning fully with building telephone system
(ISDN) for paging. Specification sheet with additional specifications
must be requested prior to submission of proposal. Offerors are
requested to format their proposals similar to the specification sheet
format. Offerors are requested to submit unit prices and product
information of their standard sound masking /pa system. Catalogs,
product literature may be submitted with proposals. The following FAR
clauses apply to this acquisition: 52.212-1 Instructions to Offerors
Commercial; 52.212-4, Contract terms and Conditions Commercial Items;
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders Commercial Items; 52.217-7, Option for Increase
Quantity Separately price lined item. The following factors in
descending order of importance shall be used to evaluate offers IAW FAR
52.212-2, Evaluation. A/b materials and equipment, Master unit
performance characteristics, Master unit's composition; voltage, Master
unit characteristics, Volume control configuration and coverage,
Masking level adjustability, Wiring scheme, Above ceiling mounting,
Paging/sound masking audible relationship, Equipment UL listed/meets
national standards, Designed for Open/closed Administrative Office
space, System from single manufacturer, 7 years minimum experience,
Sound masking system supports telephone paging/music, Meets full
service capability, Testing methodology, Applicable standards,
Warranty, Technical capability, and price; past performance will be
evaluated based on data presented on recent and relevant contracts. The
Government may require inspection of products at a prearranged site.
