is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; prices are being requested and a
written solicitation will not be issued. This solicitation number
RFQ-011-4384-98 is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. FAR 52.219-6, Notice of
Total Small Business Set-Aside is applicable to this acquisition. The
standard industrial classification code is 3523. The small business
size standard is 500 employees. Equipment Application: Steam treatment
of soil is needed to remove/control seeds, insects, fungi and
bacteria. Threatment soil must contain nutrients making it beneficial
for plant growth. The treated soil will be used as potting material for
sugarcane seedlings, eye pieces and true seed. System will include a
steam generator, connection hose to a steam aerator, a steam aerator,
connection hose from aerator to a 10 cubic yard soil treatment box.
Specifications: 1. Steam generator-diesel fuel operation, maximum
pressure operation:15PSI, rated heat output:520,000 BTU/hour or
greater, minimum boiler horsepower 15.5 HP or greater, minimum rated
heat input:650,000 BTU/hour, maximum temperature 250 degree F, rated
steam output:535 lbs/hr or greater, built to ASME boiler code standard,
water supply pressure:25-50 PSI, electrical:110/115 volts, 20 amps; 2.
Steam aerator-single phase motor,115/230 volt, maximum working
pressure:3 PSI, aerated steam discharge:200 CFM, 4"diameter vapor
outlet, air filter:10 micron, vapor output temperature:145 degrees to
165 degrees F for at least 30 minutes, positive displacement blower
motor, minimum 2 hp motor, steam generator and steam aerator must be
able to maintain designated output for 12 hour intervals; 3. Hose
assemble from steam generator to steam aerator-adequate length to
convert steam generator to steam aerator and allow various positioning
of the steam aerator; 4. Hose assembly from steam aerator to convert
to a 10 cubic yard soil treatment card-attachments must be such that
they are easily and quickly disconnected. Delivery shall be FOB
destination, Canal Point, Florida with 60 days of award. Acceptance
shall be made at destination. Descriptive literature showing the quoted
items meet the above specifications must be included with each
quotation. The provision at 52.212-1, Instruction to Offerors,
Commercial, applies to this acquisition. Offerors shall include a
completed copy of the provision at FAR 52.212-3,
Offeror/Rrepresentations and Certifications-Commercial Items, applies
to this acquisition. FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5,
Contract terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items, applies to this acquisition. The
following FAR clauses cited in 52.212-5 are applicable to this
acquisition for supplies 52.203-6; 52.203-10; 52.219-9; 52-219-14;
52-222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3; 52.225-9;
52.222-18; 52.225-19; 52.225-21; 52.239-1; 52.247-64.The contractor
shall extend to the Government the full coverage of any standard
commercial warranty normally offered in a similar commercial sale,
provided such warranty is available at no additional cost to the
Government. Acceptance of the standard commercial warranty does not
waive the Government's rights under the Inspection clause not does it
limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the standard
commercial warranty. The contractor shall provide a copy of its
standard commercial warranty (is applicable) with its response.
