Naval Air Warfare Center Weapons Division (NAWCWPNS) Point Mugu, CA is
soliciting competitive proposals for a portable GPS based
Over-The-Horizon Target Control System (OTHTCS) for deployment at Fleet
Composit Squadron Six (VC-6), Naval Air Station, Norfolk, VA. The
portable OTHTCS will be used in conjunction with the Navy BQM-74E. It
will be used as an interim portable OTH target control system to
support the Atlantic Fleet air and surface combat units training and to
evaluate if a system of this type will improve the recoverability of
the BQM-74E targets operated by VC-6. The portable OTHTCS shall consist
of an airborne transponder that is installed in the target and a
portable Ground Control Station (GCS) to collect, process, display, and
store the data. The portable OTHTCS system will allow VC-6 to meet
training requirements of the Atlantic Fleet air and surface combat
units by extending training scenarios beyond the radar horizon of the
ship and removing the distance limitations imposed by Line ofSight
(LOS) restricted ground based antennas used by VC-6 for target control.
The portable OTHTCS will be a Commercial-Off-The-Shelf (COTS) based
target control system that employs a bi-directional Radio frequency
(RF) datalink to transmit command data from a portable GCS to the
transponder in a selected target and to receive target status and
Global Positioning System (GPS) based Time, Space, Position,
Information (TSPI) data from the target at the portable GCS. The
portable OTHTCS system shall be capable of operating in two modes,
Direct and Relay. In the Direct mode, the portable OTHTCS will command
targets via a bi-directional line-of-sight RF datalink between the GCS
and the target. In the Relay mode, the portable OTHTCS will utilize an
airborne relay transponder to receive and re-transmit bi-directional
RF signals between the GCS and targets that may be over the horizon
from the GCS. The contract will be an indefinite quantity indefinite
delivery type contract. The initial order will be for one portable
ground control station to control two each targets with the ability to
receive tm and track an additional two ship-mounted transponders,
twelve each airborne transponders, twelve each BQM-74E interface kits
with two spare transponder antennas per kit, one each airborne relay,
one lot integration and testing, one lot training, one lot maintenance
and repair support, and one lot technical data. The System
Delivery/Hardware will be required 120 days after contract award (DAC).
Target Integration, Ground Testing, and Flight Testing will be required
133, 161, and 189 DAC, respectively. LEC Approval will be required 140
days DAC. On-site Operational Training will occur between the Target
Integration and the Ground Testing, and the Factory/System Maintenance
Training will occur 210 days DAC. Additional IDIQ production
quantities will be delivered as required on individual Delivery Orders.
There will be three ordering periods. IDIQ requirements are as follows:
NTE one each portable ground station, NTE twenty each airborne
transponders, NTE twenty each BQM-74E interface kits, NTE two each
shipboard transponders, NTE one lot operations and maintenance
training, NTE one lot maintenance and repair support, and NTE one lot
technical data for each ordering period. Delivery, integration, testing
and operational training of all units shall be FOB Destination, Fleet
Composit Squadron Six (VC-6), Naval Air Station, Norfolk, VA. Copies of
the statement of work will be provided with the solicitation. For a
