Warfighter Information Networks, Terrestrial (PM WIN-T), is conducting
a Market Survey to identify those manufacturers that can accommodate
a redesign/repackaging and manufacture of the Integrated System Control
(ISYSCON) system. This will include the incorporation of existing
software, hardware and GFE in an efficient cost effective manner and
will encompass a redesign/repackaging, integration, test, fielding and
manufacturing of the ISYSCON (between 60 and 160 facilities). The
potential contractor may also be required to conduct hardware training,
full systems integration and fielding support to military units
worldwide. NOTE: THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A
FORMAL PROCUREMENT AND THEREFORE THERE IS NO SOLICITATION. The ISYSCON
will be the Army Tactical Network Management System for Echelons Corps
and Below (ECB) as well as for Echelons Above Corps (EAC). The ISYSCON
will have the ability to access the Wide Area Network (WAN) via
multiple communications means to insure that it can maintain contact
within the systems that Force XXI and WIN employs. The primary means of
communication for ISYSCON is the WIN terrestrial and satellite
transport system. Additional communication means include the Tactical
Internet and commercial networks. ISYSCON will interface with the Joint
Communications Planning and Management System (JCPMS) at the Joint Task
Force (JTF). The ISYSCON will be a shelterized system, transportable on
High Mobility Multi-purpose Wheel Vehicles (HMMWV) and powered by
Tactical Quiet Generators (TQG). This system will provide additional
external workstations for remote operations in the associated
LAN-connected Command Post Tent environment. The ISYSCON will also
provide Tactical Radio communications and additional transport
capabilities via Radio/Cargo vehicles (HMMWV) and Cargo trailers. The
ISYSCON configuration must comply with current MIL STD Requirements for
Mobile Tactical Communications Systems (i.e., Survivability,
Environmental, Safety, Human Factors, Transportability, etc.). A
Program Introductory Brief will be conducted on 7 May 98 @ 1300 hrs in
the Post Theater, Ft. Monmouth, NJ. The Government will provide
additional programmatic information and requirements and address
