541-5296 or Kathy Moore, C.O. EPA intends to award a sole source
purchase order to the Environ International Corporation, pursuant to 41
U.S.C. 253(c)(1) -- Only one responsible source and no other supplies
or services will satisfy agency requirements. This procurement is for
the contractor to make necessary enhancements to the Photochemical
Assessment Monitoring Stations, Data Analysis Systems (PAMSDAS)
Software and Related Demonstration/Training Session. First, the
contractor shall revise the PAMSDAS software as follows: Modify import
routine, automate procedure to attach object browser, modify
conversion routines, add facility to identify and flag suspicious
values, add options to display plot matrices, implement option on
regression plots, and add plotting options to create plots of
hydrocarbon. Second, the contractor shall document PAMSDAS enhancements
and develop an electronic addendum to the PAMSDAS user's guide. Third,
the contractor shall develop a demonstration/training session for
PAMSDAS. This projects requires modification to software that was
initially developed and enhanced by ENVIRON International Corporation.
ENVIRON is exclusively familiar with the existing PAMSDAS source
codes; have immediate access to the source code and necessary
developmental tools; are intimately acquainted with PAMSDAS
functionality, current software limitations and overall PAMS program
data analysis objectives. This combination of expertise, experience,
and development of the functional system is unique to this requirement.
All responsible sources may respond by submitting a written narrative
statement of capability within 15 days of this notice to William Newby
at the above address, which will be considered by the agency.
Responses must include detailed technical information and other
technical literature demonstrating the ability to meet the requirement.
Responses shall also include itemized pricing that is sufficient to
make a determination that competition is feasible. If no affirmative
responses are received within 15 days of this notice to determine
whether a qualified source is more advantageous to the government, an
