for the following reasons: a: To establish an initial project and
advise prospective proposers of other anticipated work. b: To establish
an additional criteria in reference to geographical area. c: To notify
all prospective proposers that this modification supercedes all prior
notices concerning this project. SCOPE: Archetectural Engineering
Services are required to prepare drawings, specifications and cost
estimates for a variety of civil, structural, architectural, mechanical
and electrical repair projects. These projects include: designs for
repairs, alterations and modernization of administrative and industrial
buildings, including upgrading of office areas, computer rooms,
laboratories, barracks, dining areas, recreational facilities, machine
shops, and Auxillary Support Buildings for the Philadelphia Naval
Business Center. Included, but not limited to, are proposed projects
for mechanical, heating, ventillation, plumbing, lighting and
electrical distribution systems. In addition repair and maintenance
projects may require provision of facilities for handicapped personnel,
environmental remedial work relating to asbestos, lead paint etc. This
Fixed Price Indefinite Quantity Architectural Engineering Service
Contract includes a base year with a one year Government option for the
same basic performance skills. All projects will include post
construction contract award for review of shop drawings, catalog
submittals, consultation during construction work, and preparation of
as build drawings. The initial project shall be to provide an
engineering survey, design analysis, cost estimate, construction
drawings and specification for the installation of back-up and or
primary Direct Current Electrical Power for Buildings 1029, 20, and 546
at the Norfolk Naval Shipyard Detachment (Naval Foundry and Propeller
Center), Philadelphia, PA. The estimated construction working estimate
for the provision of primary and alternate DC Power project is between
$100,000 and $150,000. Other work anticipated includes roof repair and
structural consultation for Buildings 20 (Office Alley), 592, 546, and
636; furthermore, an engineering study including field testing and cost
estimate for the repair of the reverberation furnace stack on building
no. 20 will be a requirement for the next A/E contract. Significant
Evaluation Factors: 1. Specialized experience of the firm in the type
of work required. 2. Professional capacity of the firm to accomplish
the contemplated work within the required time limits. 3. Professional
qualifications of staff to be assigned to this project including those
of any consultants. 4. Past experience, if any, of the firm with
respect to performance on Department of Defense Contracts. 5. Present
workload. 6. Volume of work previously awarded to the firm by the
Department of Defense. 7. Location of the firm in the geographic area
of the contract, provided there is adequate number of qualified firms
for the selection process. Contract No: N62472-98-D-0300 (This number
must be cited on SF 255). A/E firms which meet the requirements
described in this announcement are invited to submit completed Standard
Forms 254 and 255, U.S. Government Architect-Engineer Qualifications,
to the address shown in number 7. A/E firms responding to this
announcement by 15 May 1998 will be considered, and firms having a
current SF-254 on file with this office can also be considered.
Respondents may supplement this proposal with graphic and photographic
materials which best demonstrate design capabilities of the
engineering team proposed to design multi-discipline alteration and
repair projects for industrial and administrative facilities. This is
not a request for proposal. Estimated start date: September 1998
